A Youth Action Group Workshop was held on 24 Feb 2015.</p><p> </p><p>Youth Action Group members and meeting participants were drawn from the government departments and national charities that develop policy and deliver programmes for disadvantaged young people. 	answer	answer is ministerial correction date of answer 09/02/2016 answer text <p>Value for money assessments take place yearly as part of the independent evaluation of the National Citizen Service (NCS).</p><p>The most recent 2014 evaluation shows that every £1 spent on NCS generates up to £3.98 of social benefits. 	answer	answer is ministerial correction date of answer 05/09/2016 answer text <p>In 2011, 16% of NCS participants declared a disability or health problem expected to last more than a year, compared to 12% in the comparable population as recorded by the National Pupil Database. In 2012, 15% of NCS participants declared a disability, compared to 12% in the comparable population as recorded by the National Pupil Database.</p><p> </p><p>The NCS Trust, the independent organisation which has delivered NCS since 2013, does not mandate the recording of information about registered disability or health problems by providers.</p><p> </p><p>However, the NCS Trust does capture self-declared Special Educational Needs information. In 2013, 4.5% of NCS participants had Special Educational Needs; in 2014, 3.6%. Data for 2015 will become available in due course. 	answer	answer is ministerial correction date of answer 05/09/2016 answer text <p>In order to encourage young people with sensory disabilities to take part NCS, the Department for Culture, Media &amp; Sport is working closely with NCS Trust, the independent organisation which delivers NCS, to ensure that NCS is accessible.</p><p> </p><p>Many NCS providers already reach out and offer support to those with disabilities, including deaf young people. This includes 14 SIBs targeting youth unemployment, 7 SIBs focused upon homelessness and 11 SIBs centred on tackling a range of issues including mental health and employment, long term health conditions, children in care and loneliness amongst older people.
