	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The EU Mortgage Credit Directive (MCD), which came into force in March 2016, prevents lenders waiving the affordability requirements when a borrower moves to a new lender. As a result some borrowers may find it harder to switch to a new lender to access lower rates.</p><p> </p><p>While we must comply with the MCD, the Financial Conduct Authority have put in place exemptions which allow lenders to waive affordability requirements for customers that are remortgaging with their existing lender but not increasing the size of their debt. In addition in July 2018, UK Finance, the Building Socieities Association, and the Intermediary Mortgage Lenders Association, announced a cross industry voluntary agreement. Under this agreement lenders undertook to write by the end of 2018 to any borrowers on the reversion rate who are up to date with payments, and have a minimum of 2 years and £10,000 left on their mortgage, to let them know they can access lower mortgage rates with their existing lender. 	answer	answer is ministerial correction date of answer 11/11/2014 answer text <p>Officials from the Department for Education work closely with the Department of Health on initiatives to support the transition of young people, including care leavers, to adult care and support. Past examples include: the development of statutory guidance for the transition provisions in the Care Act, which was published last month, the first cross-Government care leavers’ strategy in 2013 and our recent ‘one year on’ report which sets out how we have met the commitments in the strategy.</p><p> </p><p>Joint working between the two Departments in this important area is set to continue. For example, the Departments are currently working together to revise statutory guidance on promoting the health and well-being of looked-after children. Copies have been placed in the House Libraries.</p><p>A majority of respondents who expressed a view on them were opposed to each of the three main changes to civil partnership. There was therefore no united call for change from respondents to the consultation at this stage.</p><p>Of the over 10,000 online survey answers to each of the relevant questions:</p><p>• Less than a third of respondents supported abolition of civil partnership</p><p>• The majority were against closing civil partnership to new couples</p><p>• Over three-quarters were against opening up civil partnership to opposite sex couples.</p><p>Several important organisations thought it was too soon to consider making changes to civil partnership – this should wait until we know the impact of extending marriage to same sex couples. Special Guardianship was introduced as a new permanence option for children that offered greater security than foster care, but without the absolute legal severance from their birth family.
