unstar this property answer text <p>The government supports the efforts of the Japan Foundation to help schools teaching Japanese. Since September 2014, maintained primary schools in England must teach a modern or ancient foreign language to pupils at key stage 2 (ages 7 to 11). Schools can choose which language or languages to teach and should enable pupils to make substantial progress in one language by the end of primary school.</p><p>The government took action in 2010 to halt the decline in the number of school children taking language GCSEs by including it within the English Baccalaureate. This has had a positive effect on the take up of languages in schools. The proportion of the cohort in state funded schools entered for a modern foreign language has risen from 40 per cent in 2010 to 49 per cent in 2015. The government’s goal is that, in time, at least 90 per cent of pupils enter GCSEs in the EBacc subjects of English, maths, science, humanities and languages.</p> more like this

unstar this property answer text <p>Our approach is to ensure help is available to all who want to start and grow a business, including individuals with disabilities. The Business Support Helpline provides bespoke advice to anyone who needs it. Currently around 1% of callers to the Helpline state they have a disability. It can send information in large fonts or braille and also provides a text phone service. Material is also available on <a href="http://www.gov.uk" target="_blank">www.gov.uk</a>.</p><p>The Start-Up Loans programme provides loans and mentoring support. It operates through a network of delivery partners who adhere to FCA Regulations on Treating Customers Fairly, which include reference to the treatment of customers with a disability.</p><p>The Department for Work and Pensions’ (DWP) New Enterprise Allowance provides funding and advice to people on certain benefits to help them start their own business. It supported 15,500 people with disabilities between April 2011 and September 2015. DWP’s Access to Work scheme supports people with a disability, health or mental health condition to help them start working, stay in work or start a business.</p>

unstar this property answer text <p>The mandate to NHS England makes it clear they should ensure the National Health Service meets the needs of each individual with a service where people’s experience of their care is seen as an integral part of overall quality.</p><p> </p><p>It is for the NHS locally to ensure appropriate facilities and services are in place to support parents following pregnancy loss. To assist NHS commissioners and providers, the Royal College of Obstetricians and Gynaecologists’ Standards for Gynaecology and Standards for Maternity (2008) sets out clear standards for the level of care provided to help women and their partners experiencing pregnancy loss, including the availability of skilled staff to support parents following a stillbirth or miscarriage. In addition, the Department has supported the publication of Health Building note 09-02, which sets out guidance on the planning and design of maternity care facilities, including the facilities available for women and families who suffer bereavement at any stage of pregnancy.</p>

unstar this property answer text <p>People detained in immigration removal centres (IRCs) should receive an equivalent range and quality of treatment and services for their health needs as people in the community, according to their clinical needs.</p><p>Health care in IRCs in England is commissioned by NHS England, who only commission evidence-based treatments approved by the National Institute for Health and Care Excellence (NICE). NICE provides guidance on the treatment of people who self-harm, which healthcare professionals in IRCs are expected to take into account. The EU Commission has proposed a more substantial overhaul of the scheme which, if agreed, would take effect from 2016 onwards. unstar this property answer text <p>In principle, I support the reform of the EU scheme which the Commission first proposed in January 2014. However, work on this dossier has become bogged down on a number of important issues, including Member State concerns about the correct legal basis for the proposals, the nature of their objectives and scope, and the main financial provisions. I therefore support the Commission’s decision to review it. Defra will engage constructively with this process. In the meantime, the existing arrangements for school schemes – agreed during CAP reform and set out in Regulation (EU) No 1308/2103 – will continue to apply. Under the EU scheme, UK school children benefit from subsidies worth approximately £3.5 million a year.</p><p> </p><p> </p><p> </p><p>In addition to the EU subsidy scheme, all pre-school children in England, Scotland and Wales who are under 5 and in day care are eligible for free milk under our domestic nursery milk scheme. The total cost of the scheme was £61 million in 2012-13.</p><p> </p>

There is a clear, detailed action plan that staff and contractors must follow if a customer declares an intention to kill or harm him or herself. DWP also provides guidance to help deal with these incidents.</p><p> </p><p>I have arranged for a copy of DWP’s guidance “Managing Customer Declarations of Intention to Attempt Suicide or Self Harm” to be put in the Library.</p> more like this

unstar this property answer text <p>Commissioning of child and adolescent health services (CAMHS) in England is complex, with responsibility divided between NHS England, clinical commissioning groups (CCGs), local authorities and schools.</p><p> </p><p> </p><p> </p><p>In the Spring Budget in March 2015 the Chancellor of the Exchequer announced an additional £1.25 billion over the next five years for children and young people’s mental health.</p><p> </p><p> </p><p> </p><p>Priorities for CCG expenditure are for local determination. However, the 2015/16 planning guidance from NHS England states that: “every CCG will be expected to use its extra funding to increase funding for local mental health services in real terms next year by at least the level of the CCG’s overall funding growth.” In addition, new guidance to CCGs on local transformation plans for children and young people’s mental health will require that local partners be transparent on local activity, workforce and spend on CAMHS.</p><p> </p><p> </p><p> </p><p>The priority for NHS England, which is responsible for the commissioning of the Tier 4 in-patient beds, is to focus on improving access to these services when they are required.</p><p> </p>
