	answer	answer is ministerial correction date of answer 22/11/2016 answer text <p>In January 2016, the Department published a joint declaration on Dementia Post-Diagnostic Care and Support signed by leaders across health, social care, local government and voluntary sector organisations.</p><p> </p><p>The purpose of the Declaration is to ensure that the views of people living with the effects of dementia and their families and carers are taken fully into account when determining the nature of post-diagnostic services offered.</p><p> </p><p>The Care Act 2014 further requires that when an individual is assessed as having eligible care and support needs, including those with dementia, they will have a personalised care plan that details their care and support needs, and how these will be met. NICE provides guidance on the treatment of people who self-harm, which healthcare professionals in IRCs are expected to take into account. Through the Health Based Places of Safety capital funding scheme, £15 million has been made available in 2016/17 and 2017/18 to improve the standard and number of places of safety, as well as provide new crisis cafes and safe havens, street triage vehicles and improve facilities for children and young people.</p><p> </p><p>This programme aligns with the mental health Crisis Care Concordat, the England-wide national agreement between the different agencies and services involved in the care of people experiencing, or at risk of experiencing, a mental health crisis. Oversight of the Concordat is provided by the Concordat Steering Group and Chairmanship of this Group rotates between Departmental and Home Office Ministers.</p><p> </p><p>Regarding the number of children and young people detained under section 136 of the Mental Health Act 1983 in police cells in England each year since 2010, the information available is shown in the table. Data was not collected prior to 2011/12. This includes £400 million to support delivery of the Five Year Forward View for Mental Health recommendation to develop seven-day community-based mental health crisis resolution services by 2020/21.</p><p> </p><p>We launched the successful Mental Health Crisis Care Concordat in 2014 to ensure that people receive the appropriate support they need when they experience a mental health crisis. Every area in the country now has a local crisis care action plan in place which ensures that local agencies are working together to deliver support to people in a mental health crisis.</p><p> </p><p>We welcomed the Five Year Forward View for Mental Health recommendations for suicide prevention to reduce the national suicide rate by 10% by 2020/21, for all areas to implement multi-agency suicide prevention plans by 2017 and that all deaths by suicide across NHS-funded mental health settings, including out-of-area placements, are learned from to prevent repeat events.</p><p> </p><p>We have been clear that we expect local crisis care action plans to dovetail with multi-agency suicide prevention plans. My Rt. hon. Friend the Secretary of State for Health delivered this message at the Crisis Care Summit in October. Public Health England published refreshed guidance to local authorities, ‘Local Suicide Prevention Planning: A practice resource’ in October to support them in developing suicide prevention plans. Homeless people often have multiple health needs, and the report showed how vulnerable people can become trapped in a cycle of homelessness because of their overlapping and complex problems.</p><p><strong></strong></p><p>Improving access to specialist substance misuse services for homeless people can also help to facilitate access to the help they need to find accommodation. This includes both in-house services and onward referral routes to external organisations, such as local authority housing services or other housing support services.</p><br /><p>Public Health England (PHE) supports local authorities to help them understand better the needs of homeless people with addictions, in addition to working with key stakeholders such as the Faculty for Homeless and Inclusion Health and membership organisation Homeless Link. PHE commissioned Homeless Link to carry out a rapid evidence assessment of homelessness prevention. PHE has also supported Homeless Link to update the Homeless Health Needs Audit toolkit, an important tool that can help areas understand the scale and nature of homelessness, the health inequalities experienced by single homeless people, and to monitor any changes in the health of this population. In England, Public Health England (PHE) runs a range of national social marketing campaigns to raise awareness of the signs and symptoms of certain life-threatening illnesses and to therefore improve rates of early diagnosis. These campaigns include the Be Clear on Cancer, Act FAST and a regional pilot on breathlessness as a symptom of chronic obstructive pulmonary disease and heart failure, raising awareness on lung cancer and heart and lung disease.</p><br /><p>PHE also runs a tobacco marketing programme with a range of activity that highlights the health harms of smoking, including demonstrating the link between smoking and cancer, and heart and lung disease. As well as encouraging smokers to make quit attempts the activity signposts to proven National Health Service tools/service to help them. This process ensures that healthcare professionals have the knowledge, skills and attitudes to provide high quality patient care, including in pain management, which is a required competency of all healthcare professionals.</p><br /><p>Many patients with chronic pain can be successfully supported and managed through routine primary and secondary care pain management services. It is important that patients with the most serious pain management issues are able to access specialist care. A patient whose pain is particularly difficult to manage may be referred to a specialised pain management service. The exact reporting which will result from this is still being determined, but perinatal mental health has been identified as a key policy area where more data is required in order to understand the current issues with the services being provided to women in the perinatal period.</p><br /><p>In terms of reporting that will come out of the dataset, this is likely to include reports on:</p><p>- how many referrals to mental health services identify perinatal mental health issues as the primary reason for referral;</p><p>- how many women are identified as being on a perinatal pathway when they come into contact with mental health services;</p><p>- whether women who are admitted with mental health problems are admitted to an appropriate unit; and</p><p>- the kind of care which is provided to women in the perinatal period by community mental health services.</p><br /> <br /><p>We expect that some initial data on perinatal mental health will be available between June and September next year. This will be basic information, such as the number of referrals to mental health services that identify perinatal mental health issues as the primary reason for referral, and we expect data volumes to be low in the first instance.
