Since September 2014, maintained primary schools in England must teach a modern or ancient foreign language to pupils at key stage 2 (ages 7 to 11). Schools can choose which language or languages to teach and should enable pupils to make substantial progress in one language by the end of primary school.</p><p>The government took action in 2010 to halt the decline in the number of school children taking language GCSEs by including it within the English Baccalaureate. This has had a positive effect on the take up of languages in schools. The proportion of the cohort in state funded schools entered for a modern foreign language has risen from 40 per cent in 2010 to 49 per cent in 2015. The Business Support Helpline provides bespoke advice to anyone who needs it. Currently around 1% of callers to the Helpline state they have a disability. It can send information in large fonts or braille and also provides a text phone service. Material is also available on <a href="http://www.gov.uk" target="_blank">www.gov.uk</a>.</p><p>The Start-Up Loans programme provides loans and mentoring support. It operates through a network of delivery partners who adhere to FCA Regulations on Treating Customers Fairly, which include reference to the treatment of customers with a disability.</p><p>The Department for Work and Pensions’ (DWP) New Enterprise Allowance provides funding and advice to people on certain benefits to help them start their own business. It supported 15,500 people with disabilities between April 2011 and September 2015. However, work on this dossier has become bogged down on a number of important issues, including Member State concerns about the correct legal basis for the proposals, the nature of their objectives and scope, and the main financial provisions. I therefore support the Commission’s decision to review it. Defra will engage constructively with this process. In the meantime, the existing arrangements for school schemes – agreed during CAP reform and set out in Regulation (EU) No 1308/2103 – will continue to apply. Under the EU scheme, UK school children benefit from subsidies worth approximately £3.5 million a year.</p><p> </p><p> </p><p> </p><p>In addition to the EU subsidy scheme, all pre-school children in England, Scotland and Wales who are under 5 and in day care are eligible for free milk under our domestic nursery milk scheme. 	answer	answer is ministerial correction date of answer 20/07/2015 answer text <p>Commissioning of child and adolescent health services (CAMHS) in England is complex, with responsibility divided between NHS England, clinical commissioning groups (CCGs), local authorities and schools.</p><p> </p><p> </p><p> </p><p>In the Spring Budget in March 2015 the Chancellor of the Exchequer announced an additional £1.25 billion over the next five years for children and young people’s mental health.</p><p> </p><p> </p><p> </p><p>Priorities for CCG expenditure are for local determination.
