LAs are responsible for making decisions on how to spend their local allocation but the public health grant conditions make it clear that they must have regard for the need to improve the take up of, and outcomes from, their drug and alcohol misuse treatment services. 	answer	answer is ministerial correction date of answer 31/10/2018 answer text <p>The Improving Access to Psychological Therapies (IAPT) programme offers a range of National Institute for Health and Care Excellence (NICE) recommended therapies in England for common mental health conditions including depression and anxiety.</p><p> </p><p>For people with a severe mental illness, such as psychosis, bipolar disorder and personality disorder, NHS England has committed to increasing access to psychological therapies, as recommended by the Five Year Forward View for Mental Health.</p><p> </p><p>The 2016 access standard for early intervention state that at least 50% of people experiencing their first episode of psychosis should start a package of care recommended by NICE within two weeks of referral rising to 60% by 2020/21. 	answer	answer is ministerial correction date of answer 22/11/2016 answer text <p>In January 2016, the Department published a joint declaration on Dementia Post-Diagnostic Care and Support signed by leaders across health, social care, local government and voluntary sector organisations.</p><p> </p><p>The purpose of the Declaration is to ensure that the views of people living with the effects of dementia and their families and carers are taken fully into account when determining the nature of post-diagnostic services offered.</p><p> </p><p>The Care Act 2014 further requires that when an individual is assessed as having eligible care and support needs, including those with dementia, they will have a personalised care plan that details their care and support needs, and how these will be met.
