This includes quarterly financial reporting on all spend to deliver the contract, including supplier contribution. Each payment request from the supplier must include supporting evidence that the costs are genuine and comply with the contractual definition of qualifying expenditure before payment can be made.</p><p>Once build has completed and been signed off by the contracting authority, all of the costs declared over the life of the build, including those funded by the supplier, are reviewed and compared to the contract baseline to confirm their eligibility against the contract. This has been re-invested into a number of recent Superfast contracts and change requests. However those contracts and change requests also included a blend of other funding from BDUK, Local Bodies, Suppliers, ERDF and EAFRD. Furthermore in many cases those contracts have consisted of a mixture of Fibre to the Cabinet and Fibre to the Premise. A number of these contracts are still in delivery and expected to generate efficiency savings. 	answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>The 2017 Digital Strategy set out that Government would work with regulators and industry to ensure that the advertising of broadband reflects the speeds that consumers can expect to receive and accurately describes the technology used.</p><p> </p><p>Since the Digital Strategy was published, the ASA has implemented new guidance, which states that speed claims should be based on the download speeds available to at least 50% of customers at peak time, and no longer on 'up to' speeds available to at least 10% of customers. Ofcom has also updated its Code of Practice on Broadband Speeds.</p><p> </p><p>The ASA also reviewed the use of the term ‘fibre’ to describe part-fibre and full-fibre broadband and concluded in November 2017 that the term 'fibre' is unlikely to mislead consumers as currently used in the advertising of part-fibre broadband services. In June, the Administrative Court granted CityFibre permission to proceed with its Judicial Review (JR) of the ASA's decision. 	answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>The Electronic Communications Code (ECC) has already been recently reformed as part of the Digital Economy Act 2017 to make it easier and cheaper for operators to deploy communications infrastructure. The new Code became law on 28 December 2017. 	answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>All proposals for new mobile phone masts require planning permission, either through nationally set permitted development rights or through a planning application to the local planning authority.</p><p> </p><p>In England mobile phone operators are able to install new ground-based masts of up to 25 metres in non-protected areas, and up to 20 metres in protected areas, under permitted development rights.
