	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p>Definitive estimates of participation in education, training and employment for young people aged 16-18 are published by the Department for Education in a Statistical First Release (SFR) each June.</p><p>These estimates cannot be broken down by ethnic group. However, local authorities in England collect information on 16-18 year olds who are not in education, employment or training (NEET) in their area and their ethnic group, which they report to the Department for Education through the National Client Caseload Information System.</p><p>This information shows that, at the end of June 2014, 11.9% of young people NEET were from a non-white ethnic group, compared with 17.7% of the 16-18 cohort as a whole. They may record young people as ‘destination not known’ for a number of reasons. It may be that a local authority does not have effective information sharing arrangements with schools and colleges, or because young people have left their last known address and cannot be contacted.</p><p>The Department for Education publishes annual local level data showing the proportion of 16 to 18 year olds whose destination was not known, alongside statistics on 16 to 18 year olds not in education, employment or training. All schools (including academies, free schools and independent schools) have a legal duty to make returns to the relevant local authority and agree with that authority the regular interval at which such returns will be made. However, the Department for Education has not yet entered into a funding agreement with the LDE UTC trust and is in discussion with the trust about the development of the project, including the most suitable site to meet the UTC’s needs. A number of other new school projects are also currently being considered as alternative options for the East Ham Police Station site. Members, as well as those of colleges and other providers of 16-to-19 education. I am pleased that we have been able to afford to mitigate the impact of the funding reduction on 18-year-olds in the academic year 2014/15. We will cap any losses in relation to this at 2% of the funding that an institution receives for the education of 16-to-19 year olds.</p><p>However, the overriding need to tackle the budget deficit remains, and so the full funding reduction for 18-year-olds will still be necessary in 2015/16. It shows that 18-year-old BME students in full-time education are not more likely to be from disadvantaged areas than 16- to 18–year-old BME students as a whole.</p><p>I am pleased that we have been able to afford to mitigate the impact of the funding reduction on 18-year-olds in the academic year 2014/15.
