As such, it reflects the Government’s firm commitment to the principles of localism and decentralisation: giving Fire and Rescue Authorities the freedom to determine and articulate their priorities for service delivery in accordance with their assessment of local risk (reflected in their Integrated Risk Management Plan); and to increase their accountability to the communities they serve.</p><p>Local operational planning and decision making, including fire protection plans, and specialist fleet and equipment are the responsibility of the Chief Fire Officer.</p> more like this

star this property answer text <p>A new cross-government alcohol strategy, led by the Home Office and the Department for Health and Social Care, was announced in 2018. Since 2017 the Home Office Alcohol Team has ranged from five to seven full time equivalent members of staff at any one time.</p><p>We are unable to quantify the hours allocated specifically to the strategy as this work has been undertaken as part of wider work on alcohol policy and maintaining an effective licensing regime.</p> more like this

star this property answer text <p>For 2019/20 we are proposing the biggest increase in funding since 2010 - total funding of up to £14 billion for 2019-20, an increase of up to £970m compared to 2018/19, including council tax, pensions funding and national investment. With more money for local police forces, counter terrorism and tackling serious and or-ganised crime.</p><p>We are increasing Government grants to PCCs by £161m, with every PCC’s grant protected in real terms. Additionally, PCCs will be empowered to raise council tax contributions for local policing up to £2-a-month per household. If all PCCs in-crease their precept by £24 a year, this could raise up to around £509m for police forces to spend locally.</p><p>It is right for PCCs to decide if council tax should increase by £2 a month for a Band D households. Elected PCCs will have to make a case for raising local tax to their electorate and be accountable for delivery of a return on that public invest-ment.</p><p>We have reviewed the changing and increasingly complex demands on the police and this settlement will enable them to meet the financial pressures they face next year, while continuing to recruit.</p>

This substantial increase will enable forces to meet their genuine financial pressures as well as to invest in key capabilities. The Durham Police and Crime Commissioner will receive a cash funding increase of £7.5m in 2019-20 if he uses the full council tax flexibility. The Home Secretary has been clear that police funding will be a priority for the next spending review.</p><p>Through the reforms introduced by this Government, the system architecture is in place to allow all forces to benefit from learning and innovation across the sector. The College of Policing, Her Majesty's Inspectorate of the Constabulary and Fire &amp; Rescue Services and the Independent Office for Police Conduct are collectively engaged in promoting and monitoring best practice and continuous improvement in policing, to ensure public confidence.</p>

This is in line with their duties to keep the peace, protect communities and prevent the commission of offences, working within the provisions of the legal framework set by Parliament.</p><p>It is for individual Chief Constables to determine how their resources are deployed and it is for locally elected Police and Crime Commissioners to hold their forces to account, including on how they tackle the crimes that matter most to residents and businesses in rural and urban areas alike.</p> more like this
