	answer	answer is ministerial correction date of answer 21/02/2019 answer text <p>DCMS is continuing to work closely with the Cabinet Office to implement a package of measures for the future of social value and procurement. This was set out in the Civil Society Strategy and announced by Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office, David Lidington.</p><p> </p><p>This includes a project to extend the application of the Social Value Act across central government departments from services to also include goods and works. We have consulted with stakeholders to inform this training and will undertake further engagement in February. We anticipate the training programme to roll out later this year.</p><p> </p><p>We have already published an introductory guide to social value that we continue to actively promote across government and to stakeholders. As part of this, and following the success of the original Community Organisers Programme (2011-2015), we launched the Community Organisers Expansion Programme in early 2017. As stated in the Strategy, community shares is a sustainable social investment model that empowers communities by giving members – as part-owners – a direct say in the success of an enterprise, encouraging them to play an active part in its future.</p><p> </p><p>As part of developing a MHCLG Communities Framework, building on the work of the Civil Society Strategy, we are engaging with sector partners, to explore future options to ensure we create socially and economically strong communities, where community shares and community assets play a central role in supporting communities deliver their priorities. As part of the Government’s commitment to understanding what models of funding will best sustain the community ownership of assets, MHCLG are currently working with Power to Change on a jointly funded programme of research which will undertake a detailed economic assessment of assets in community ownership. As stated in the Strategy, the government wishes to devolve more power to community groups and parishes. Onward devolution provides an opportunity for communities to help shape, and in some cases manage, public services in the places where they live. Communities themselves are often better placed than central or local government to identify the real issues they face, provided they are informed, equipped and trusted to do so. In development of its Communities Framework, which builds on the work of the Civil Society Strategy, MHCLG continues to work with sector partners to consider how we can support local councils and their partners in the design and delivery of services to create socially and economically strong places where community voices are heard. This includes brokering relationships with other government departments, and supporting Nesta, Osca and the National Lottery Community Fund on developing their work on Good Help in statutory services as part of the Good Help Advisory Board. We are not providing funding, but are acting in a facilitating role.</p><p>In 2018 events were held across the UK with practitioners, funders and people who use services to agree what the Good Help programme should focus on.
