star this property answer text <p>As set out in the Answer of 28 November to Question 53350, the Electronic Staff Record (ESR) does not clearly show the full extent of additional work carried out by National Health Service staff. Some inferences can be made about average hours by analysing data from ESR (which is the payroll system) and other sources such as trust rostering systems. There are different rostering systems for different staff groups in the NHS; not all employers use the same systems; and the working time contribution of consultants is measured in units which are of varying lengths of time depending on when they are worked. To collect data centrally on the average hours worked each week by NHS job category would place an unreasonable burden on NHS organisations. It is the responsibility of employers to ensure that hours worked are within statutory and contractual limits for working hours and patterns.</p> more like this

star this property answer text <p>HMS Illustrious, the last of three Invincible class aircraft carriers, will retire from the Royal Navy on 1 August 2014. As I informed the House on 10 September 2012 (Official Report ,column 1WS), in recognition of the service given by these ships in protecting the UK over the last 30 years, it is our preference to see HMS Illustrious preserved intact as a lasting tribute to the Service personnel who served on all three of the carriers.<br><br>In October 2013 the Ministry of Defence’s Disposal Services Authority launched a competition to seek innovative reuse bids to retain HMS Illustrious in the UK, with part or all of it developed for heritage purposes, which could include tourism. The competition is ongoing and therefore no final decisions have been made on the ship’s future.</p> more like this

star this property answer text <p>Over the last four years, provider income has grown at approximately 3% on average, whereas expenditure has grown at approximately 4% on average.</p><p> </p><p>These disproportionate spending increases are a direct consequence of increasing demand for health services as a result of the ageing and growing population; new drugs and treatments; and our determination to look after each and every National Health Service patient with the highest standards of safety and care.</p><p> </p><p>The NHS leadership bodies have set out their own plan for delivering financial sustainability for the NHS, in the Five Year Forward View (October 2014) and Strengthening Financial Performance and Accountability document (July 2016). Managing this increase in demand during this period was the key challenge identified in these plans.</p><p> </p><p>This Government is committed to reducing excessive agency spend. Price caps introduced in 2015 saved the NHS over £600 million in the first year of measures. Progress at the mid-year point is encouraging, but there is no room for complacency. That is why the system needs to stick to its strong financial plan, supported by our £10 billion investment and the series of measure set out to help hospitals become more efficient and reduce the use of expensive agency staff.</p>

star this property answer text <p>Since May 2010, there are 452 full time equivalent (FTE) more professionally qualified clinical staff (up by 12.8%), including 72 FTE (up by 22.5%) more consultants, and 165 FTE (up by 9.3%) more nurses and health visitors employed at the University Hospitals Coventry and Warwickshire Trust.</p><p> </p><p>Responsibility for staffing levels rests with individual National Health Service trusts and their boards who are best placed to decide how many staff they need to provide a given service, taking into account skill mix, efficiency and the needs of their local population.</p><p> </p><p>By increasing the number of medical school places in England by 1,500 over the next three years we are ensuring the right number of doctors are trained so that the National Health Service can continue to deliver safe, compassionate and effective care well into the future.</p> more like this

star this property answer text <p>The National Health Service leadership bodies have set out their own plan for delivering financial sustainability for the NHS, in the Five Year Forward View (October 2014) and Strengthening Financial Performance and Accountability document (July 2016). This plan sets out how individual NHS organisations should address spending pressures, instil financial discipline, tackle inefficiencies and deliver financial sustainability.</p><p> </p><p>To support that plan we are investing in the NHS. Funding will increase by £10 billion in real terms over the six years since the Five Year Forward View was published. This additional funding will help to improve NHS trusts’ financial position and transform services for patients based on that planned investment — subject to strict conditions. This will allow hospitals to focus their efforts on making the NHS a truly seven day service, offering the same excellent world class care every day of the week.</p><p> </p><p>We have provided an additional £3.8 billion in 2016-17 alone, which includes a £1.8 billion Sustainability and Transformation Fund to help NHS providers to move to a financially sustainable footing.</p><p> </p><p>There is no room for complacency. That is why the NHS needs to stick to its strong financial plan, supported by our £10 billion investment and series of measures to help hospitals become more efficient and reduce the use of expensive agency staff.</p>

star this property answer text <p>The National Health Service leadership bodies have set out their own plan for delivering financial sustainability for the NHS, in the Five Year Forward View (October 2014) and Strengthening Financial Performance and Accountability document (July 2016).</p><p> </p><p>NHS Improvement reports progress against this plan for NHS providers on a quarterly basis. The Quarter 1 report was published (August 2016) and can be found at the following link:</p><p> </p><p><a href="https://improvement.nhs.uk/uploads/documents/Q1_2016-17_Supplementary_Performance_Paper.pdf" target="_blank">https://improvement.nhs.uk/uploads/documents/Q1_2016-17_Supplementary_Performance_Paper.pdf</a></p><p> </p><p>It is due to publish Quarter 2 later this month.</p><p> </p><p>Progress by the end of Quarter 1 is encouraging, with 15% fewer NHS providers in deficit than in the prior year and with the overwhelming majority of providers on track to hit the financial plans they have set out for the current year.</p><p> </p><p>There is no room for complacency. The requirement for small arms to achieve defined levels of reliability is set prior to procurement and tested prior to purchase.
