However, scoping work has started regarding the ability for patients to self-refer to musculoskeletal physiotherapy within primary care.</p><br /><p>The provision of physiotherapy, as for all health services is decided by local clinical commissioning groups (CCGs) and it will take into account the needs of the population overall. The CCG’s decisions are underpinned by clinical insight and knowledge of local healthcare needs. As such, provision of services will vary in response to local needs.</p><br /><p>As defined in the NHS Constitution, patients have the right to expect to be seen and treated within national operational standards ensuing timely diagnosis and treatment, equality of care and patient choice.</p><br /><p>The 18 weeks commitment is a universal right. This commitment should be delivered for every patient, in every specialty and in every organisation unless the patient chooses otherwise or it is not in their best clinical interest.</p><br /><p>In June this year, NHS England, Monitor and the Trust Development Authority jointly wrote to CCG Accountable Officers and Clinical Leaders and Chief Executives of NHS Providers setting out the changes to the Referral to Treatment operational standards and reporting arrangements. 	answer	answer is ministerial correction date of answer 01/11/2018 answer text <p>According to UN Women, while there has been progress towards gender equality and women’s empowerment in the Occupied Palestinian Territories (OPTs), for example a closing gender gap on literacy rates and amendments to laws discriminatory to women’s rights, the volatile context means this progress is fragile. The occupation and political situation can increase women’s vulnerability to social and economic insecurity and violence; this is heightened in Gaza where the situation remains dire. Female unemployment across the OPTs stood at around 40% in 2017, whereas for males it was 24%. The last available survey from 2010/11 shows that 37% (around 30% in the West Bank and over 51% in Gaza) of ever-married women suffered from a form of violence within the household. UN Women and other UN agencies support the Palestinian Authority in the implementation of gender-sensitive plans and policy-level initiatives to ensure the protection of women’s rights.</p><p> </p><p>The UK is a long-term supporter of the UN Relief and Works Agency for Palestine Refugees (UNRWA) which works to ensure gender equality and the protection of Palestine refugees’ rights in all its programming. UNRWA supports around 1 million Palestinian refugee women across the OPTs and protects their rights to health, water and sanitation, shelter and food security. UNRWA ensures an inclusive approach to protecting children’s right to an education (covering 160,000 girls in the West Bank and Gaza), provides antenatal and postnatal care for more than 50,000 women, and works to protect women and children from violence through access to services and community engagement.</p><p> </p><p>The UK is also working to protect women’s economic rights across the OPTs. Our Palestinian Market Development Programme supported a total of 219 female-owned managed enterprises from 2013 to 2018 and helped to create over 800 jobs for women. The DDRB report published on 16 July considered evidence from employers, Government, the British Medical Association (BMA) and other interested parties and made recommendations on a new pay structure for doctors and dentists in training.</p><p>The Secretary of State accepted the recommendations of the DDRB as the basis for implementing a new contract and invited the BMA to re-enter negotiations to take forward the recommendations with NHS Employers. Although the DDRB accepted the principles of the reforms there remained significant work to finalise and agree the details of the contract and it was expected that these would be agreed between the parties on the basis of a negotiation. It is disappointing that on 13 August the BMA announced that it would not re-engage in negotiations based on the independent report and absented itself from participating in making important design decisions on the new contract.</p><p>The Government cannot accept that a Trade Union should have a veto on making changes to an outdated employment contract that the BMA agreed urgently needed reform. The Department has therefore asked NHS Employers to take forward the work of developing a new employment contract without the BMA. NHS Employers are arranging to consult with junior doctors and other interested stakeholders directly and will shortly launch a series of roadshows across the country. The Government would still welcome the BMA re-entering the negotiation.</p><p>The new contract will prioritise safe care by strengthening safeguards on doctors’ working hours and reward junior doctors more fairly for the work they do. No financial savings will be made from implementing the new contract. We have, however, examined all options as part of our determination to do everything we can to alleviate the suffering of the Syrian people.</p><p> </p><p>Airdrops, manned or using drones, are not capable of meeting either the scale of needs or delivering many of the kinds of aid that could address the priority needs that we see in Syria (e.g. safe drinking water, health support). Furthermore, we judge that such an operation would carry a high level of risk because the consent is needed of those who control the airspace and those on the ground that could threaten aircraft.
