	answer	answer is ministerial correction date of answer 09/03/2021 answer text <p>For those under 35, the shared accommodation rate (SAR) of Local Housing Allowance applies to those living on their own and renting privately. However, there are certain exemptions which allow claimants to receive the higher one-bedroom rate instead of the SAR. These include those in receipt of the severe disability premium, care leavers up to the age of 22 and those over 25 who have spent at least three months in a homeless hostel.</p><p> </p><p>As announced on 3 March, we will be extending the exemption for care leavers and former residents of homeless hostels to all qualifying under 25 year olds from June 2021. We do, however, work to a series of International Council of Harmonisation and Committee for Medicinal Products for Human Use guidelines that describe ways to evaluate different non-clinical aspects of medicines, many of which use animals. These aspects include safety pharmacology, repeat dose toxicity, genotoxicity, carcinogenicity, reproductive toxicity, phototoxicity, and immunotoxicity.</p><p>The non-clinical assessors have always taken the approach that data from a suitably validated model that has been demonstrated to be predictive could be submitted in lieu of animal data. On a case-by-case basis, a non-clinical assessor will also accept appropriate justifications for not conducting animal tests, for example, no pharmacologically relevant species.</p><p>In terms of promoting use of non-animal methods, we do not consider this to be within the remit of non-clinical assessors. Rather, it is for those using these methods to tell the Medicines and Healthcare products Regulatory Agency (MHRA) how they have validated them, or at least why they rely on the results and an assessor will then judge whether the data is appropriate to support the trial. Dog owners do not need to take any action at this stage.</del></p><p><ins class="ministerial">While fur cannot be farmed in this country, and some fur from particular species is prohibited from import and sale, it is still possible to import and sell other types of fur from abroad. It is also possible to re-export fur and fur products that have been imported. </ins></p><p><ins class="ministerial">We have committed to explore potential action in relation to animal fur, as set out in the Action Plan for Animal Welfare, and have since conducted a Call for Evidence on the fur sector. We are continuing to build our evidence base on the fur sector, which will be used to inform any future action on the fur trade. In line with the Withdrawal Agreement, the UK will remain in the EU Emissions Trading System until 31 December 2020.</p><p> </p><p>Alongside the EU ETS, the UK also applies the Carbon Price Support rate. Together, these have helped to reduce the importance of coal in the UK’s energy generation mix: electricity generation from coal usage has fallen from 40% in 2012 to 5% in 2018. Further detail on carbon pricing will be set out at the Budget.</p><p> </p><p>Additionally, in November 2019, HM Treasury published Terms of Reference for its review into how the transition to a net zero economy will be funded, and where the costs will fall. The review will ensure contributions are fair between households, businesses and the taxpayer, and will allow us to maximise economic growth opportunities from the transition. 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>The UK is the G20 leader in reducing the carbon intensity of its economy, and is using a range of policy levers – including spending and taxes – to support the UK’s transition to a low-carbon economy.</p><p> </p><p>The Clean Growth Strategy set out significant investment by the Government in decarbonisation including £2.5 billion to support low carbon innovation from 2015-2021, £4.5bn to support development of renewable and low carbon heating through the Renewable Heat Incentive and £1 billion to support the uptake of ultra-low emissions vehicles. In addition, government has supported the deployment of renewable electricity projects, with annual consumer support now reaching over £10bn.</p><p> </p><p>HMT has accepted the Committee on Climate Change’s (CCC) recommendation to conduct a review into the costs and benefits of transitioning to a net zero economy. The Review will consider how to achieve this transition in a way that works for households, businesses and public finances.</p><p> </p><p>Carbon pricing has helped to drive down UK emissions, in particular from the power sector, and will continue to play an important role to help meet the UK’s legally binding carbon reduction commitments, which are unaffected by leaving the EU.</p><p> </p><p>The government is considering long-term options for carbon pricing including the possibility of linking a UK greenhouse gas emissions trading system with the EU ETS.
