In 2014, NHS England, Monitor and the NHS Trust Development Authority (TDA) commissioned research from four consultancies to support 11 challenged local health economies with the development and strengthening of their strategic plans. Eastern Cheshire is one of the 11 health economies covered by this research. An overarching summary, ‘Making Local Health Economies Work Better For Patients’, was published by NHS England, Monitor and TDA in December 2014.</p><p> </p> more like this

star this property answer text <p>Petroleum Exploration and Development Licences (PEDLs) grant exclusive rights to extract hydrocarbons within a particular onshore area. These rights include, but are not exclusive to, unconventional gas. A further consent is required before any extraction can take place. No PEDLs have been issued since 2008. Applications for PEDLs under the 14<sup>th</sup> Onshore Licensing Round are currently being considered – 95 applications for 295 licence blocks have been made.</p><p>Since 2010 DECC has received 3 planning applications for onshore windfarms above 50MW and the Planning Inspectorate has received 1 further application for examination. 6 onshore wind applications above 50MW have been approved by the Secretary of State in the period. In addition, at the end of March 2015, five years after the introduction of the Feed-in Tariff scheme, 6,830 sub 5MW installations totalling 396MW had been registered on the scheme. The Renewables Obligation was introduced in 2002 to support large scale renewable electricity in the UK and since 2010 Ofgem have accredited 415 onshore wind stations totalling 4.28 GW under the scheme.</p><p> </p>

star this property answer text <p>It is for toll operators to decide the toll equipment (such as Fast Tag at the Mersey Tunnels) they deploy on their roads and crossings based on operational needs. We are, however, supportive of toll facilities which ensure compliance and can avoid unnecessary delay for motorists.</p><p> </p><p> </p><p> </p><p>We also support interoperability for tolled crossings where this makes sense for road users, but this should not put additional costs on other road users who will not benefit from interoperability.</p><p> </p> more like this

star this property answer text <p>In the North West Network Rail have recently finished electrifying the route from Liverpool to Manchester and to Wigan, and now have 10 electric trains in service on those routes, with plans to increase this to 20 by the end of the year. The work to electrify the route between Manchester and Preston is progressing, as Network Rail are currently enlarging the Farnworth tunnel to accommodate the wires.</p><p> </p><p> </p> more like this

star this property answer text <p>Treasury Ministers and officials meet with a wide range of organisations as part of the usual policy making process.</p><br /><p>It might be useful to know that the Treasury publishes a list of ministerial meetings with external organisations. This is available online at: www.hm-treasury.gov.uk/minister_hospitality.htm.</p><br /><p>As you are aware, the FCA is an independent non-governmental body responsible for regulating and supervising the financial services industry. Although the Treasury sets the legal framework for the regulation of financial services, it has strictly limited powers in relation to the FCA. In particular, the Treasury has no general power of direction over the FCA and cannot intervene in individual cases.</p><br /><p>The independence of the FCA is vital to the role it provides as a safety net for consumers with complaints against financial services firms. Their credibility, authority and value to consumers would be undermined if it were possible for the Government to intervene in their decision-making.</p><br /><p>The FCA regularly publishes information on the progress of the redress scheme. This can be found here: www.fca.org.uk/consumers/financial-services-products/banking/interest-rate-hedging-products.</p><br /><p>You may be aware that the Treasury Select Committee’s report into SME lending, published on 10 March, recommended that the FCA collect the information necessary to establish whether there are systemic failures in the redress scheme. The FCA has responded and the Committee, which published this response on 12 October 2015.
