We are in the final year of a multi-year settlement deal, worth over £200 billion in the five years to 2020.</p><p>In the Autumn Budget, my right hon. However, as the responsibilities, structure and makeup of local authorities and the department have changed a great deal since 2009, central funding (department spend) to local government and wider spending power measures therefore are not directly comparable over this period.</p><p>Over the five-year period from 2015-2016 to 2019-2020, councils have access, through the local government settlement, to over £200 billion to deliver local services, including children’s services. This core spending power is not ring fenced and it is for local authorities to determine spend across different areas according to local priorities.</p><p>In addition to this, the Autumn Budget announced a further £410 million in 2019 to 2020 for local authorities to invest in adult and children’s social care services. This is partly because it is impossible to use available administrative data to link a child’s pre- and post-care histories, as the child’s social care, NHS, and pupil number changes after an adoption order is made. Furthermore, after the making of an adoption order, agencies are under no obligation to keep in touch with adoptive families and some adoptive parents wish to cut ties with Children’s Services. We collect data about children returning to care but where an adoption or special guardianship order is disrupted and the local authority is not working with the family, that data will not be available. Data underpinning previous permanence arrangements as described above is based on self-declaration only.</p><p>A research report ‘Beyond the adoption order’ was published in 2014 and gave a one-off insight into adoption breakdown. The decision to remove asbestos from schools is made on a case by case basis.</p><p> </p><p>Advice from the Health and Safety Executive is that if asbestos is unlikely to be damaged or disturbed, then it is best managed in situ. The Department is also clear that when asbestos cannot be managed effectively in situ, it should be removed.</p><p> </p><p>Since 2015, the Department has allocated £6 billion to those responsible for school buildings, for essential maintenance and improvements, including removing or encapsulating asbestos when it is the safest course of action to do so.</p><p> </p><p>In addition, our Priority School Building Programme is rebuilding or refurbishing buildings in the worst condition in over 500 schools across the country. 	answer	answer is ministerial correction date of answer 19/03/2019 answer text <p>The Government is committed to supporting the education of all children and young people with special educational needs or a disability, including those with a hearing impairment.</p><p> </p><p>Schools may choose to offer British Sign Language (BSL) in their individual school curriculum or include it as part of their extra-curricular activities programme. There are existing accredited BSL qualifications at Levels 1,2,3,4 and 6, for which schools may enter pupils at any point in their school careers.</p><p> </p><p>The Department and Ofqual (the independent qualifications regulator) have received a proposal for a BSL GCSE from the exam board Signature. All GCSEs need to meet certain subject content and assessment requirements to ensure that they are of the standard expected of GCSEs. The Department is now developing draft BSL GCSE subject content, which will be considered against the subject content criteria requirements that apply to all GCSEs.
