We are committed to creating an inclusive, respectful and welcoming organisation for all personnel from all faiths and beliefs.</p><p> </p><p>In England and Wales, neither Civil Marriage nor Civil Partnerships (for opposite sex or same sex couples) currently occur on the Defence Estates due to security considerations associated with the requirements for ongoing public access to buildings registered for this purpose. Defence will continually work together with other Government Departments to look at how restrictions can be removed to make the policy more inclusive.</p><p> </p><p>As marriage is a devolved issue in Scotland and Northern Ireland, the rules differ. Civil Marriage or Civil Partnerships on Defence Estates are at the discretion of the Heads of Establishment. Civil Partnerships and Civil Marriages do occur on Defence estates outside the UK, such as in Germany and Cyprus and will comply with host countries’ laws or the Sovereign Base Regulations.</p><p> </p><p>In line with the Marriage of Same Sex Couples (Use of Armed Forces’ Chapels) Regulations 2014, same-sex couples have been able to marry in Armed Forces Chapels since 2014. To date, three same-sex couple marriages have taken place in Armed Forces Chapels since June 2014, two in England and one in Cyprus.</p>

star this property answer text <p>Bahrain remains a Foreign and Commonwealth Office human rights priority country, partly because of the use of the death penalty. Following the execution of three men in July 2019, Lord Ahmad issued a statement expressing deep concern and the UK raised the matter at the September Human Rights Council in Geneva. In addition, I called Dr Sheikh Abdullah, Bahraini Undersecretary for International Affairs following the executions, to express our disappointment. The Government of Bahrain is fully aware of the UK’s clear and longstanding position; we oppose the death penalty in all circumstances and all countries.</p><p>On British assistance, we are committed to supporting Bahrain-led reform and are confident of its positive impact across a variety of areas including building effective and accountable institutions, strengthening the rule of law, and police and justice reform. We continue to monitor events closely, regularly raising human rights concerns with the Government of Bahrain at senior levels, both in private and public, and most recently at the UK-Bahrain Joint Working Group on 17 October.</p>

star this property answer text <p>The UK is committed to preventing mass atrocities, including war crimes, using instruments such as diplomatic engagement, development and programmatic support, and defence and policing tools. White phosphorus is not a chemical weapon or a prohibited substance in itself, but the way it is used may be. Reports that white phosphorus has been used intentionally against civilians are extremely worrying as it would be contrary to international humanitarian law. It is important that the full facts are established. We will continue to call on all parties to uphold international humanitarian law, which prohibits attacks against civilians irrespective of the weapon used.</p> more like this

star this property answer text <p>If we are to meet the ambition of Sustainable Development Goal 3 and ensure no-one is left behind, countries need to invest more public resources in health. The UK strongly supports the commitments in the United Nations Political Declaration on Universal Health Coverage. This calls on countries to increase public spending, with an emphasis on primary health care, noting World Health Organisation recommendations of an additional 1% of GDP or more. We provide technical assistance to countries as part of our health system strengthening programmes through our country offices and through funding to the World Health Organisation. The UK will step up our efforts to <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-10-02/HCWS1844/" target="_blank">end preventable deaths of mothers, new-born babies and children</a> in the developing world by 2030. This will include boosting our support for developing countries to make progress towards universal health coverage, focusing on ensuring sexual and reproductive health and rights and helping the most vulnerable women such as survivors of female genital mutilation, and working with our global partners to deliver Gavi’s new strategy that will vaccinate a further 300 million children in the world’s poorest countries by 2025.</p>

star this property answer text <p>Restrictions on movement and access imposed by the Israeli authorities on Gaza have resulted in a worsening of the already poor humanitarian situation. In May, 2,206 permit applications were made to the Government of Israel to enter Israel at the Erez crossing for healthcare, with 61% approved, 8% denied and 31% delayed. In the same month, 2,426 patient companion applications were made with 47% approved, 13% denied and 40% pending. The UK regularly raises and will continue to call on the Israeli government to ease access restrictions further and for Israel and the Palestinian Authority to work together to ensure a durable solution for Gaza. In addition to our diplomatic efforts, we have recently announced a new £1.6 million package of support to be delivered through the World Health Organisation which will help to provide life-saving treatment to more than 380,000 people in Gaza, including a new limb unit.</p> more like this

star this property answer text <p>We are aware of reports indicating that Baha'i owned businesses are being targeted for closure, including reports of the attempted closure of a care centre in Karaj, Iran. We remain concerned about the continued harassment and mistreatment that the Baha'i and other minority groups face.</p><p>We support the UN Special Rapporteur on the Situation of Human Rights in Iran's assessment that discrimination against the Baha'is in Iran is legally sanctioned by a lack of constitutional recognition and the absence of other legal protections for adherents of this faith. We regularly call upon Iran to cease harassment of all religious minorities and to fulfil its international and domestic obligations to protect freedom of religion or belief.</p> more like this
