	answer	answer is ministerial correction date of answer 24/09/2020 answer text <p>The Ministry of Justice has not conducted an assessment of the CPS’s use of restorative justice. This is because the CPS has a very limited role in restorative justice (reparative conditions are an option for conditional cautions) and it does not provide or fund restorative justice services.</p><p>Under the Code of Practice for Victims of Crime, all victims have the right to receive information about the availability of restorative justice services. The Code also stipulates the obligations on providers of restorative justice, including ensuring that victims are able to give informed consent to participation and that it is in the best interests of the victims.</p><p>The Ministry of Justice provides funding to Police and Crime Commissioners to commission a wide range of local support services for victims, including restorative justice services. From April 2018 to March 2019 the Ministry provided about £68m, with about £4.4m spent on restorative justice services. 	answer	answer is ministerial correction date of answer 14/10/2015 answer text <p>The Department has discussed with NHS England the difficulties that people on the autistic spectrum can have in getting an appropriate diagnosis in a timely manner. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups (CCGs) to gather information that can be shared between areas that have arrangements in place to meet National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism: support for commissioning, and those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the National Health Service to be working towards meeting the recommendations.</p><p>NHS England has also been working with the Health and Social Care Information Centre to develop the Mental Health Minimum Data Set. This will include provision for the diagnosis of autism to be recorded. This mandatory data set will, for the first time, provide data about diagnosis rates. The data will be published and available for everyone to use to support and develop services. NHS England has a commitment, over the next five years, to improve waiting times and this data will be invaluable for this. Information on average waiting times for autistic diagnosis in each clinical commissioning group area is not collected centrally.</p><p>The Department issued new statutory guidance in March this year for local authorities and NHS organisations to support the continued implementation of the 2010 Autism Strategy, as refreshed by its 2014 Think Autism update. This guidance sets out what people seeking an autism diagnosis can expect from local authorities and NHS bodies including general practitioners.</p><p>We are due to consult on how we set the mandate to NHS England prior to publication of the mandate itself. 	answer	answer is ministerial correction date of answer 15/12/2015 answer text <p>The NHS locally is expected to ensure that appropriate facilities and services are in place to support parents following the illness or death of a newborn baby. NHS England’s Neonatal Critical Care Service Specification states that “the service will deliver the aim to improve both life expectancy and quality of life for newborn babies by:</p><p>- Delivering care in a family-centred way that seeks to minimise the physical and psychological impact of neonatal care on the baby and their family, for example by improving psychological outcomes and breastfeeding rates</p><p>- Providing an environment where parents are enabled to make informed decisions about treatment and become involved in the care of their baby / babies, thereby minimising the psychological trauma of premature or sick term babies.”</p><p>The MBRRACE-UK report on the confidential enquiry into term antepartum stillbirths, published on 19 November 2015, found a good standard of bereavement care documented as being given to parents immediately following birth. However, several areas for improvement were identified including the finding that there was wide variation in the availability of a specialist bereavement midwife, with only one third of case notes showing evidence of their involvement.</p><br /><p>Following that report, and following a debate in the House of Commons on 2 November, (<em>Official Report</em>, columns 844-852) the Department is looking at the number of bereavement suites around the country and will engage with the NHS to reaffirm the importance of putting into practice existing guidance on bereavement including through mandated accountability processes.</p><p>Health Education England is working with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.</p><br /> <br /> answering member constituency North East Bedfordshire answering member printed Alistair Burt question first answered 15/12/2015 14:04:39 answering member 1201 label Biography information for Alistair Burt

	answer	answer is ministerial correction date of answer 13/01/2016 answer text <p>In September 2015 the British Medical Association (BMA) and NHS Employers agreed to recommence negotiations on reforming the National Health Service consultant contract, using observations from the independent Review Body on Doctors and Dentists Remuneration (DDRB) as a starting point.</p><br /><p>The negotiations, which concluded in December, included considering the replacement of Local Clinical Excellence awards with contractual performance payments. We expect an amended contract offer will be put to BMA members in the coming weeks.</p><br /><p>We also expect to consult on proposals for a reformed national scheme early this year. This will be informed by developments on consultant contract reform, as well as recommendations previously made by the DDRB in 2012.
