	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Ministers and officials hold regular discussions with Ofcom on a range of issues, including on the provision of children’s content.</p><p> </p><p>With the Digital Economy Act 2017, Ofcom was given new powers to publish criteria on commercial public service broadcasters’ provision of children’s programming and, if appropriate, to set related conditions. In response to this, in November 2017 Ofcom launched a review of children’s content. Ofcom has asked the public service broadcasters to develop and share their plans to address Ofcom’s concerns on children’s content and we look forward to Ofcom’s assessment of these plans in due course.</p><p> </p><p>The government is also providing direct support to the development of children’s content through the Contestable Fund pilot, which will provide up to £60 million to help stimulate the provision and plurality of UK-originated content for young audiences and radio.</p> answering member constituency Stourbridge answering member printed Margot James question first answered 19/11/2018 16:00:59 answering member 4115 label Biography information for Margot James

The Arts Council’s £75m investment in music education hubs reflects the government’s belief that all students should have access to an excellent, well-rounded education which includes the arts and music. Ofcom, as the independent regulator of television and radio, is currently reviewing public service broadcasters’ plans to address concerns relating to the current level of children’s programming. We look forward to Ofcom’s report, which is due to be published this Summer.</p><p> </p><p>Government is also supporting children’s content through the Contestable Fund, launching in April 2019. It also supports the UK music industry and fair remuneration for artists. In the event that a company is unable to meet its contractual obligation when they fall into administration, consumers who paid for goods using their credit card are protected under section 75 of the Consumer Credit Act 1974 (CCA) and should contact their card issuing company. 	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>In the UK, the Phone-paid Services Authority (PSA) regulates Premium Rate Services (PRS), which include premium rate text services. Providers of PRS must comply with the PSA Code of Practice which is approved by Ofcom, which includes specific protections for vulnerable consumers.</p><p> </p><p>The PSA has the power to take robust enforcement action against companies that breach their Code. In serious cases, the PSA Code Adjudication Tribunal may impose sanctions which can include ordering refunds to be paid to affected consumers, prohibition of the provider from providing services and fines of up to £250,000 for each breach of the Code.</p><p> </p><p>The PSA has recently consulted on draft proposals to strengthen the regulation of phone-paid services offered on a subscription basis. The PSA considered risks to consumers as part of the consultation including the specific risk of harm to vulnerable consumers. It has held discussions with the EU on the future rights of UK nationals and EU27 citizens who currently rely on the Mutual Recognition of Professional Qualifications Directive (2005/36/EC) to have their qualifications recognised after the UK leaves the EU.
