In order to extract this information we would need to conduct a manual search of all current financial penalty accounts within our fines database. The courts will do everything within their powers to trace those who do not pay. Money can be deducted from an offender's earnings or from benefits if they are unemployed. Other ‘upfront’ compliance actions include, increased use of telephone and text message chasing and use of tracing tools. Warrants can be issued instructing approved enforcement agents to seize and sell goods belonging to the offender. Ultimately an offender can be imprisoned for non-payment of their fine.</p><p> </p><p>Targeted initiatives to improve enforcement of financial penalties include the recent historic debt project. This project which commenced in September 2016 resulted in the re-working of accounts which had previously been administratively cancelled. As of November 2018, £34.3 million has been collected as a result of this project. Overall, we are scheduled to spend up to £30 million with them on the contract which was signed in July 2017, and runs for two years, with an option for a one-year extension. 	answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>We have serious concerns about the human rights situation in Xinjiang and the Chinese Government’s deepening crackdown; including credible reports of re-education camps and widespread surveillance and restrictions targeted at ethnic minorities.</p><p>During China’s Universal Periodic Review at the UN Human Rights Council on 6 November, the UK made a statement which described our concern about the treatment of ethnic minorities in China, including Uyghurs. We issued a specific recommendation, calling on China to implement the recommendations by the UN Committee on the Elimination of Racial Discrimination on Xinjiang, and to allow the UN to monitor the implementation. We also raised our concerns about Xinjiang in our Item 4 statement at the September UN Human Rights Council, and we supported the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018. Services continued to operate, and court hearings continued, but I know how frustrating this was for anyone affected.</p><p>We have been working continuously with our suppliers and connectivity has been restored across the Ministry of Justice estate. The Ministry of Justice Permanent Secretary and Chief Executive for HM Courts and Tribunals Service met with the Chief Executive of Atos UK &amp; Ireland to understand what went wrong. Services continued to operate, and court hearings continued, but I know how frustrating this was for anyone affected.</p><p>HMCTS staff have worked hard to implement pre-planned contingencies to minimise the impact of the IT issues on criminal trials and all of those involved. In the case of each court closure, we undertook a public consultation exercise and considered the responses we received very carefully. It will also bring forward ideas for including an element of risk pooling in the system, which will help to protect people from the highest costs.</p><p> </p><p>We remain committed to delivering the Challenge on Dementia 2020 in full to make England the best country in the world for dementia care by 2020. The March 2016 implementation plan details how the commitments in the Challenge, across four core themes of risk reduction, health and care, awareness and social action, and research will be met.</p><p> </p><p>The Implementation Plan envisages general practitioners (GPs) playing a leading role in ensuring coordination and continuity of care for people with dementia. We have recently undertaken a review of our implementation plan to reflect on what has been achieved so far and what more we need to do to achieve our goals by 2020.
