unstar this property answer text <p>There is no mechanism in place to alert Ministers routinely to individual cases when a local authority does not issue a final statement of special educational needs for a child within the statutory 26 week timescale.</p><p>A complaint can be made to the Secretary of State for Education under section 497 of the Education Act 1996 if it is believed that a local authority has failed to carry out a statutory duty. If, following investigation, the Secretary of State is satisfied that the local authority has failed to carry out their duty, she may make an order giving directions to enforce the duty as appear to her to be expedient.</p><p>Data collected annually from all local authorities on the numbers of final statements issued for children with special educational needs within the statutory timescale of 26 weeks and published each year gives a national picture of local authority performance in this area.<del class="ministerial">nal picture of local authority performance in this area.</del></p>

unstar this property answer text <p>The seven day services self-assessment survey completed by trusts in March 2017 included information on the availability of clinical interventions, including interventional radiology (IR), on a seven day basis for patients admitted to hospital in an emergency. The data showed that <ins class="ministerial">72.30%</ins><del class="ministerial">73.65%</del> of hospital trusts who responded to this survey (<del class="ministerial">109 </del> <ins class="ministerial">107</ins>out of 148 trusts) stated that IR was available for these patients seven days a week.</p><p> </p><p>Information on the twice yearly collection is available on the NHS England website at:</p><p><a href="https://www.england.nhs.uk/seven-day-hospital-services/progress" target="_blank">https://www.england.nhs.uk/seven-day-hospital-services/progress</a></p><p>National Health Service regions have access to this report and will be able to consider any variation.</p> more like this

This year the priority subject area was special educational needs.</p><p>In round two, the National Scholarship Fund was expanded to include a scholarship for special educational needs (SEN) support staff to undertake a SEN related course or activity. There were 493 applications from SEN support staff and in round three of the National Scholarship Fund there were 225 applications from SEN support staff and in this year’s round (round 4) there were 215 applications from SEN Support Staff.</p><p>Of the £1 million made available for teachers and SEN Support staff in the National Scholarship Fund 2014-15, £792,652.63 was offered to applicants as awards.</p><p>Scholarships will only be awarded where applications are judged to be of sufficient merit. This will determine the number of scholarships awarded. We sought the assistance of colleagues from the sector to form an expert panel to judge the applications. The panel interrogated and ratified the internal assessment process. As impartial educational professionals they brought particular and relevant expertise to the process. They acted as independent external verifiers to ensure the rigour and consistency of the assessment process, and to endorse the scholarly nature of funded development activity.</p><p> </p>

unstar this property answer text <p>Sustainability and transformation partnerships and integrated care systems are made up of bodies including local authorities and clinical commissioning groups, which retain statutory responsibility for providing health and care services for the populations they serve. These include a range of services involved in children’s palliative care.</p><p> </p><p>NHS England and the Department would expect all of these partners to be regularly talking to, and working with, relevant organisations given their remit to identify overall local need and to join up services.</p><p> </p><p>NHS England is also working with commissioners, clinicians, voluntary, community and social enterprise organisations and people with lived experience to refresh the children’s palliative and end of life care service specification and the commissioning pathway, to reflect collective responsibilities across health and social care. Work will continue on this until spring 2019. NHS England is also making available guidance across the sector to support good practice, including sharing examples.</p>

The department does not collect data on specific adoption circumstances.</p><p>Information on those children placed for adoption where consent is dispensed by the court is published annually in Table D1 of the statistical release, ‘Children looked after in England including adoption: 2016 to 2017’ at: <a href="https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2016-to-2017</a>.</p><p> </p><p>Figures for the year ending 31 March 2018 will be published on 15 November 2018. These are circumstances where the court can dispense without the consent of a parent, to the placement and adoption of their child if the welfare of the child requires it. This may be a decision in some situations that is not in accordance with the parents’ wishes.</p><p> </p><p>The welfare of a child is paramount and local authorities have a statutory duty to intervene to undertake child protection enquiries and to take action to safeguard and promote the child’s welfare. However, decisions on adoption are ultimately taken by an independent judge based on the evidence presented.</p><p> </p>

We understand that Ms Soliman was released on bail, pending further investigation, in December 2016. On 6 December 2017, Lord Ahmad of Wimbledon highlighted Ms Soliman's case in his speech at an Amnesty International Human Rights Day event. UK officials raised the Foreign Funding case with the Egyptian Assistant Foreign Minister for Human Rights on 18 April 2018. On 18 September 2018, we made a statement at the UN Human Rights Council in which we expressed concern about the &quot;arrests of activists, bloggers and journalists&quot;.</p> more like this
