	answer	answer is ministerial correction date of answer 08/02/2016 answer text <p>The Government is committed to delivering the vision set out in the <em>Future in mind</em> report and is driving forward the transformation of children and young people’s mental health services to improve access to high quality support across the country. This transformation is being supported by £1.25 billion of additional Government investment, as well as an extra £150 million to help young people with eating disorders.</p><p> </p><p>Local Transformation Plans (LTPs) will set out how local organisations will use the additional investment of £1.4 billion the Government is making available during the course of this Parliament to transform local Child and Adolescent Mental Health services. All clinical commissioning groups (CCGs), working closely with their partners in local government, Children’s Services and education, have developed plans to transform their local offer. These plans cover the full spectrum of mental health issues: from prevention and resilience building, to support and care for existing and emerging mental health problems, as well as transitions between services and addressing the needs of the most vulnerable. This includes those who have been exposed to sexual abuse or exploitation. Decisions on access to services are based on assessment of clinical need.</p><p> </p><p>NHS England increased funding of sexual assault referral centres (SARCs) from £8.98 million in 2013/14 to £16.5 million in 2014/15, especially to improve the paediatric response to the needs of sexually abused children. NHS England continues to make the health services response to sexual abuse a priority, and in addition to producing a five year plan for commissioning SARCs, they are planning to engage with CCGs on the delivery of therapeutic care to support survivors.</p><p> </p><p>The Government has set up the first ever cross-Government Ministerial Child Protection Taskforce to overhaul the way police, schools, social services and others work together in tackling abuse of children. This year the priority subject area was special educational needs.</p><p>In round two, the National Scholarship Fund was expanded to include a scholarship for special educational needs (SEN) support staff to undertake a SEN related course or activity. There were 493 applications from SEN support staff and in round three of the National Scholarship Fund there were 225 applications from SEN support staff and in this year’s round (round 4) there were 215 applications from SEN Support Staff.</p><p>Of the £1 million made available for teachers and SEN Support staff in the National Scholarship Fund 2014-15, £792,652.63 was offered to applicants as awards.</p><p>Scholarships will only be awarded where applications are judged to be of sufficient merit. This will determine the number of scholarships awarded. We sought the assistance of colleagues from the sector to form an expert panel to judge the applications. The panel interrogated and ratified the internal assessment process. As impartial educational professionals they brought particular and relevant expertise to the process. 	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>Sustainability and transformation partnerships and integrated care systems are made up of bodies including local authorities and clinical commissioning groups, which retain statutory responsibility for providing health and care services for the populations they serve. These include a range of services involved in children’s palliative care.</p><p> </p><p>NHS England and the Department would expect all of these partners to be regularly talking to, and working with, relevant organisations given their remit to identify overall local need and to join up services.</p><p> </p><p>NHS England is also working with commissioners, clinicians, voluntary, community and social enterprise organisations and people with lived experience to refresh the children’s palliative and end of life care service specification and the commissioning pathway, to reflect collective responsibilities across health and social care. Work will continue on this until spring 2019.
