answer text <p>In April 2017 we published the Improving Lives: Helping Workless Families paper which outlined the actions we plan to take in supporting the most vulnerable families.</p><p>This included the launch of an innovative new programme to address parental conflict as this is a critical influence on the quality of parenting. Children exposed to frequent, intense and poorly resolved conflict between parents are at greater risk of poor social, emotional and cognitive outcomes. The new programme will support the use of evidence-based interventions to reduce parental conflict, delivered by specialist organisations at a local level. This will transform lives by supporting parents, whether they are together or separated.</p> more like this

answer text <p>Our primary goal is to help care leavers get into work wherever possible and our interventions are tailored to achieve this. Care leavers aged between 18 and 21 have the opportunity to join the Work Programme from day one of their benefit claim, so that they receive tailored, locally-appropriate employment support at the earliest opportunity. We also provide additional support, over and above the standard Jobcentre Plus offer, to young claimants, including care leavers, aged 18-24. Work Coaches tailor interventions to the needs of the individual to address a variety of barriers to work, including improving job search skills, referral to skills and other work-related training such as Traineeships, Apprenticeships and work experience.</p><p>We have safeguards in place for care leavers along with other claimants who may be considered vulnerable. Work Coaches support all claimants with complex needs, or who require additional support, to ensure that they fully understand what they have been asked to do to enable them to access DWP benefits and use our services.</p><p>Care leavers, like all claimants, take ownership of planning how they will meet their requirements and ultimately secure employment. They will be supported by their Work Coach who will assist them in meeting their requirements through providing encouragement and direction, using a range of communication methods.</p>

answer text <p>Funding for Jobcentre Plus Community Partners and additional Disability Employment Advisers has been agreed up until 31st March 2019.</p><p> </p><p>There is a range of support available for claimants with a health condition or disability, including one-to-one support from Work Coaches, The Work and Health Programme and the Personal Support package. Our overall aim is for work coaches to continue to develop the skills and confidence to provide good coaching and effective support. Disability Employment Advisers and Community Partners are among a number of the enablers in place to support this priority.</p><p> </p><p>We are carrying out continuous evaluation, including a review of the Community Partner and Disability Employment Adviser role functions. Recommendations from this review will be considered by Ministers and DWP Senior Leaders as they decide how to ensure that we continue to provide a cohesive support offer beyond 31st March 2019.</p><p> </p> more like this

answer text <p>Work Capability Assessments can be cancelled for a wide variety of reasons linked to the need for matching the customer’s own requirements with the availability of all those parts necessary for an assessment to take place. Over half of all cancellations are customer instigated cancellations.</p><p> </p><p>Where the cancellations are instigated by DWP we will rearrange the appointment at a convenient time for the customer.</p> more like this

answer text <p>To assist claimants, DWP shares information with HMRC to help identify those Child Tax Credits (CTC) claimants entitled to higher rate CTC because of the Disability Living Allowance (DLA) Child award. The clerical process to do this was not working as intended and resulted in a reduced number of clerical referrals from DWP to HMRC.</p><p> </p><p>Referral volumes are now back in line with expectations and there have been no further issues reported. We remain committed to taking all reasonable steps to make the process more robust.</p><p> </p><p>At the Autumn Statement the Government announced HMRC will put this right for claimants affected this year and claimants will receive a lump sum payment to reflect entitlement since 6 April 2016, and an on-going higher award.</p> more like this

answer text <p>Through our Universal Support programme, the Department provides support for claimants with budgeting, or with using digital services.</p><p> </p><p>Support is delivered through local partners, and we also work with a range of stakeholders to ensure claimants can access other forms of support including housing, debt advice, low energy tariffs and passported benefits.</p><p> </p><p>We also have a freephone helpline for Universal Credit claimants who need help to make and maintain their claim, and they can also receive help in a jobcentre. answer text <p>As detailed in Office for Budget Responsibility’s Economic and Fiscal Outlook 2018 (OBR EFO) Universal Credit is now forecast to be more generous to claimants than the legacy benefit system. This is a combination of forecasting changes which are detailed on page 150 of the OBR’s EFO as well as the impacts of the Budget 2018 which can be seen in table 4.28 and on pages 150 to 153. Therefore it is not the cost of administering the system which has caused these changes.</p><p> </p><p>In our published Universal Credit Full Business Case Summary we set out that, Universal Credit will be less costly to deliver than the legacy benefit system, and that Universal Credit operational costs break even against legacy operational savings from 2019/20 and are reduced in steady state by over £0.3 billion (circa 30%) on a like for like basis.</p> more like this

answer text <p>The DWP service is responsible for sending notifications regarding forthcoming appointments or meetings. In addition to sending letters, we do attempt to remind people of appointments where an alternative channel like SMS text is available to use. Royal Mail is responsible for delivering DWP letters to claimants and in circumstances where mail fails to reach the recipient, the DWP service is responsible for rectifying the issue once made aware, for example if a claimant has failed to inform us of a change of address.</p> more like this
