	answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>We set out our position on Severe Disability Premium (SDP) transitional payments for claimants in a Written Statement <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-01-11/HCWS1243/" target="_blank">HCWS1243</a> on 11 January 2019 and in the revised sets of regulations which were laid on 14 January 2019.</p><p> </p><p>The draft Universal Credit (Managed Migration Pilot and Miscellaneous Amendments) Regulations 2019 contain provision to ensure that eligible claimants who had previously been in receipt of the SDP but who moved onto Universal Credit before 16 January 2019, following a change in their circumstances, will be considered for a SDP transitional amount. The provisions will include on-going monthly payments and an additional lump-sum to cover the period since they moved to Universal Credit.</p><p> </p><p>These regulations are subject to parliamentary debate, therefore, we are not able to provide a date of when these will come in to force. Once the regulations are in place we will begin the process of assessing eligible claimants and make payments where appropriate. Children exposed to frequent, intense and poorly resolved conflict between parents are at greater risk of poor social, emotional and cognitive outcomes. The new programme will support the use of evidence-based interventions to reduce parental conflict, delivered by specialist organisations at a local level. Care leavers aged between 18 and 21 have the opportunity to join the Work Programme from day one of their benefit claim, so that they receive tailored, locally-appropriate employment support at the earliest opportunity. We also provide additional support, over and above the standard Jobcentre Plus offer, to young claimants, including care leavers, aged 18-24. Work Coaches tailor interventions to the needs of the individual to address a variety of barriers to work, including improving job search skills, referral to skills and other work-related training such as Traineeships, Apprenticeships and work experience.</p><p>We have safeguards in place for care leavers along with other claimants who may be considered vulnerable. Work Coaches support all claimants with complex needs, or who require additional support, to ensure that they fully understand what they have been asked to do to enable them to access DWP benefits and use our services.</p><p>Care leavers, like all claimants, take ownership of planning how they will meet their requirements and ultimately secure employment. Our overall aim is for work coaches to continue to develop the skills and confidence to provide good coaching and effective support. Disability Employment Advisers and Community Partners are among a number of the enablers in place to support this priority.</p><p> </p><p>We are carrying out continuous evaluation, including a review of the Community Partner and Disability Employment Adviser role functions. 	answer	answer is ministerial correction date of answer 24/10/2019 answer text <p>The answer of the 30<sup>th</sup> September to Question 290669 had no separate note, however, in the interests of transparency for information and ease of reference, I can advise that the following points were considered in providing the previous answer:</p><p> </p><p>There is no requirement for a coroner to inform the Department of the outcome of an inquest unless it specifically relates to the Department, for example Reg. 28 Prevention of Future Deaths report. There was no corporate memory for Coroners cases prior to the Coroners Focal Point being set up in 2016. Despite the existence of the Focal Point, we know that Coroners interact with areas of the Department without liaising with the Focal Point nor Legal Services.</p><p> </p><p>When submitting evidence to Inquests, the Department would not necessarily know the inquest related to a suicide as cause is not established at that point.</p><p> </p><p>There is no requirement for Coroners to advise the department of findings of suicide. Communication from Coroners can enter the Department at multiple points. There is therefore no robust central record of these contacts. To establish that we are certain we have all information to answer such questions would require a broad spectrum query to be sent out to the business. Answering the question would require us to contact the multiple possible entry points through which a Coroner can contact the Department. Conduct a thorough search. Collate the information and provide the answer within the limited time allowed by a named day question. This is not possible within the costs laid out in Parliamentary guidance.</p><p> </p><p>The Department takes the welfare of vulnerable clients seriously and where the department is made aware of a suicide of a customer a review is undertaken. This reflects the notion of Universal Credit mirroring the world of work. For example, an employer would usually require a bank account for a salary to be paid into.
