This method of sharing information is enabling us to run a welfare system that is responsive to changes in earnings and helps identify cases of fraud. Only a small proportion of the 1% of remaining cases are referred to HMRC to clarify those earnings with the employer.</p><p> </p><p>DWP work closely with HMRC to investigate any risks associated with RTI data, and jointly deal with disputes arising when claimants query their reported earnings. DWP and HMRC continually monitor the data and no significant problems have been identified.</p><p> </p><p>A number of processes are in place to deal with inaccurate data from employers. DWP and HMRC analysts monitor the RTI data received, looking for trends, patterns and causes. Both Departments then work together with employers and partners, such as software developers and payroll bureaux, to improve the quality of the data.</p><p> </p><p>In April 2018 over a million separate RTI notifications were used in Universal Credit Awards. Of those the DWP RTI Dispute Team received under 3000 disputed earnings referrals – a query rate of less than 0.3%. Many of these queries are resolved by an explanation of how Universal Credit works.</p><p> </p><p>Since April 2017 the Department has received 89 complaints alleging that RTI information was inaccurate. The assessment period and payment structure of Universal Credit is crucial in creating and maintaining the strong work incentives at the heart of Universal Credit and provides the flexibility to adjust when claimants move in and out of work regularly.</p><p> </p><p>DWP has produced guidance to help ensure claimants, staff and representatives are aware of the importance of reporting accurate dates and the impact on payment cycles: this is available online <a href="https://www.gov.uk/government/publications/universal-credit-different-earning-patterns-and-your-payments/universal-credit-different-earning-patterns-and-your-payments-payment-cycles" target="_blank">https://www.gov.uk/government/publications/universal-credit-different-earning-patterns-and-your-payments/universal-credit-different-earning-patterns-and-your-payments-payment-cycles</a>.</p><p> </p><p>Where people have potential income volatility because of their payment cycles, they can discuss the implications of this with their case managers and work coaches and can be referred to Personal Budgeting Support to help them manage their budgeting.</p><p> </p><p>The Real Time Information (RTI) system is working well with over 99% of individual employment records now being reported in real time. 	answer	answer is ministerial correction date of answer 04/06/2018 answer text <p>Universal Credit provides us with the opportunity to support people to progress, and we are building the evidence about what works, such as through a large-scale Randomised Control Trial.</p><p> </p><p>This trial tested different degrees of in-work support and conditionality to support people to progress. Through targeted work coach support, requirements were agreed to support individuals to take reasonable action to help them to earn more where appropriate. The trial finished on 31 March 2018.</p><p> </p><p>The following link provides figures for the data collected so far on sanctions for in work claimants:</p><p> </p><p><a href="https://www.gov.uk/government/statistics/in-work-progression-trial-update-april-2015-to-october-2016" target="_blank">https://www.gov.uk/government/statistics/in-work-progression-trial-update-april-2015-to-october-2016</a></p><p> </p><p>This shows that up to the end of October 2016, 319 sanctions had been applied to 15,455 trial participants: approximately 2%. This means that 98% of all trial participants were not sanctioned. The trial started on 20 April 2015, so the 319 sanctions cover the time period from the start of the trial to the end of October 2016.
