Many levy-paying employers operate in more than one location, and they are free to spend the funds in their accounts on apprenticeship training across England. 	answer	answer is ministerial correction date of answer 13/05/2019 answer text <p>The National Health Service blood supply chain has rigorous safety standards making the United Kingdom blood supply one of the safest in the world. Every donor completes an extensive donor health check questionnaire before each donation. This is designed to identify donors who have a recognisable risk of infection who can then be excluded or subject to further testing. Those considered at risk are asked to defer donation until it is safe for them to do so.</p><p>All blood donations are routinely tested for hepatitis B, hepatitis C, hepatitis E, HIV, syphilis and for first time donors, human T-lymphotropic virus, before they are sent to hospitals and released into the supply chain. If any blood donation tests positive for infection it is not released into the blood supply chain.</p><p>NHS Blood and Transplant and the other UK blood services are subject to regular inspections by independent regulators and NHS Blood and Transplant safety policy is formulated by two independent advisory committees; the Joint United Kingdom Blood Transfusion Services Professional Advisory Committee and the Advisory Committee on the Safety of Blood, Tissues and Organs. NHS Blood and Transplant, along with the other UK Blood Services, established a UK blood supply surveillance scheme where all hospitals in the UK report, as a condition of their registration, any recognised or unexpected reactions to blood products. The majority of public funding for local bus services is provided via block grant to local authorities in England from the Ministry of Housing, Communities and Local Government. This sought to gather evidence from industry and the public alike on how changing preferences for cash and digital payments impact on different sectors, regions and demographics.</p><p> </p><p>A formal Summary of Responses to this Call for Evidence was published in May 2019. This response set out the Government’s commitment to supporting digital payments, whilst safeguarding access to cash for those who need it. It also highlighted that the Treasury would set up and chair a Joint Authorities Cash Strategy Group, made up of regulators and the Bank of England, to facilitate further co-ordination between the authorities and provide comprehensive oversight of the overall cash infrastructure.</p><p> </p><p>The Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of free-to-use ATMs.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. 	answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>The government is committed to taking action against all forms of child exploitation.</p><p>The department has commissioned the new ‘Tackling Child Exploitation’ support programme to provide dedicated expertise, advice and practical support to safeguarding partners in local areas to help them develop an effective multi-agency response to a range of child exploitation threats including child sexual exploitation and child criminal exploitation.</p><p> </p><p>By June 2019 all local areas are required to publish new multi-agency safeguarding arrangements that will safeguard and promote the well-being of all children in their area. Under the new duty, the local authority, police and health must work together to put in place robust arrangements to respond to all safeguarding concerns that affect their area, including child criminal exploitation. They will report their actions and progress in their published annual reports.</p><p> </p><p>To support local practitioners in preventing children and young people from being criminally exploited statutory safeguarding guidance documents ‘Working Together to Safeguard Children’ and ‘Keeping Children Safe in Education’ were revised last year to reflect extra familial threats to children<strong>. </strong>Exploitation threats to children were also reflected in our communications campaign ‘Together We Can Tackle Child Abuse’.</p><p> </p><p>The Department for Education is making Relationships Education compulsory in all primary schools, Relationships and Sex Education (RSE) compulsory in all secondary schools and Health Education compulsory in all state-funded schools, from September 2020. New content, that all children and young people will be taught, includes exploitation. In addition, the department is taking action to tackle persistent absence, reviewing exclusions practice, updating school security guidance and improving the quality of our schools and children’s social care services. 	answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>When the Child Maintenance Service (CMS) makes a calculation it is based initially on income information received directly from HM Revenue and Customs (HMRC). Having access to HMRC income information allows the Child Maintenance Service to capture a much wider range of income types received by paying parents. In addition to a parent’s gross annual income, we can capture income derived from property, savings and investments (including dividends) and other miscellaneous income. This is unearned income can be included in the calculation if a request is made to vary the calculation. In December 2018 we introduced new powers which also enable us to target complex earners via a calculation of notional income based on their assets.</p><p> </p><p>Cases involving complex income or suspected fraudulent behaviour can be looked into by the Financial Investigation Unit (FIU). This specialist team can request information from a range of financial institutions to check the accuracy of information the Child Maintenance Service is given. The financial institutions are legally bound to supply the information.
