Our wide-ranging security cooperation includes practical capacity and capability support, such as the donation in early March of essential security equipment which will bolster frontline police capability and protection. I [Minister Rutley] spoke with Ecuadorean Foreign Minister Sommerfeld on 7 March and reaffirmed the UK's commitment to supporting Ecuador in its fight against serious organised crime. 	answer	answer is ministerial correction date of answer 19/02/2024 answer text <p>As set out in the Integrated Review Refresh 2023, the FCDO has established a new directorate to increase its capability to assess and respond to the full range of information threats by hostile actors and build international partnerships to work together in tackling these threats.</p><p>The FCDO has established programmes to challenge Russian disinformation activity in Europe. Since Russia's invasion of Ukraine, we have enhanced these long-standing capabilities to support partner Governments, independent media and civil societies across Europe to challenge and resist Russia's information manipulation and attempts to fracture unity. We have enhanced our partnership with the Government of Ukraine to help them challenge Russian disinformation domestically and internationally. Working with our international partners, the UK secured the removal of Iran from the UN Commission on the Support of Women on 14 December, and the establishment of a UN investigation into the regime's response to protests at the Human Rights Council on 24 November. On 9 December, the UK implemented a third round of human rights sanctions against individuals involved in the suppression of protests, bringing the total to over 40 individuals and one entity since the protests began. The UK opposes the death penalty in all circumstances. On 20 December Lord (Tariq) Ahmad of Wimbledon spoke to Iran's most senior diplomat to protest against Iran's continued use of the death penalty. On 8 December, the Foreign Secretary released a statement demanding that Iran halt all executions and end the violence against its own people. 	answer	answer is ministerial correction date of answer 15/01/2019 answer text <p>Under the Animal Welfare Act 2006 (the 2006 Act), it is an offence to fail to provide for an animal’s welfare or to cause it any unnecessary suffering. The 2006 Act is backed up by the statutory Code of Practice for the Welfare of Horses, Ponies, Donkeys and Their Hybrids (the Code). The Code provides owners and keepers with information on how to meet the welfare needs of their horses and includes a specific section on how to tether a horse. Local authorities have powers under the 2006 Act to investigate allegations of cruelty or poor welfare. In addition, welfare organisations such as the RSPCA and World Horse Welfare (WHW) may also investigate such matters. If anyone is concerned about the way a horse has been tethered, they should report the matter either to the relevant local authority, or to the RSPCA or WHW who can investigate. If a horse is found not to be tethered appropriately, this could lead to a prosecution under the Animal Welfare Act 2006. 	answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>Illegal puppy smuggling is an abhorrent practice that abuses the Pet Travel Scheme (PTS), and we are determined to put an end to it.</p><p>We have increased resourcing at major UK ports. In partnership with Dogs Trust, enforcement bodies and transport carriers, we are identifying non-compliant animals destined for Dover and Folkestone ports. This partnership began in December 2015, and has since then resulted in over 800 puppies being seized and placed into quarantine.</p><p>We are also working to develop long term solutions through an intelligence led task force.</p><p>Many owners do not know the true origin of their pet. We have published guidance for owners on buying a pet responsibly, which includes advice on what to look out for. A wider public communications campaign is also being planned.</p><p>At an international level, we are currently a member of the EU Platform on Animal Welfare, which includes work on illegal dog imports.</p><p>We have also introduced new licensing regulations intended to drive up welfare standards for a range of activities involving animals, including dog breeding, which came into effect on 1 October. We have recently consulted on a proposed ban on third party sales of puppies and kittens.
