It is designed to be a ‘digital-first’ service, ensuring we make best use of technology to deliver a modern and effective working-age welfare system. This allows our staff to concentrate on those people who require additional support through different channels.</p><p> </p><p>Although the Department offers comprehensive support for claimants to use our digital service, there will be occasions when people are unable to make their claim online, so telephone applications can be accepted through the Freephone Universal Credit Helpline.</p><p> </p><p>Jobcentres are currently closed to claimants, except for the most complex cases where help can only be delivered face-to-face. 	answer	answer is ministerial correction date of answer 04/11/2014 answer text <p /> <p> </p><p>Both Employment and Support Allowance (ESA) and Personal Independence Payment (PIP) have been designed to take full account of progressive conditions such as Multiple Sclerosis and Parkinson’s.</p><p> </p><p>Entitlement to both ESA and PIP is based on the impact of the claimant’s disability or health conditions. Gov.uk already contains information and guidance for people who are being made redundant. The Department for Work and Pensions is leading work across Government to bring forward a social justice green paper in the New Year which will identify and address the root causes of poverty, building upon the two statutory indicators set out in the Welfare Reform and Work Act 2016.</p><p> </p><p>The Child Poverty Unit’s main function was to support Ministers in exercising their duties in relation to the income-related targets set out in the Child Poverty Act 2010 and the associated child poverty strategy. Following the repeal of those targets, responsibility for child poverty policy and analysis transferred to the Department for Work and Pensions. People who are unable to work because they are disabled or have a health condition, including people who have Acquired Brain Injury, may be eligible for Employment and Support Allowance (ESA) or Universal Credit (UC). Extra costs benefits, including Personal Independence Payment (PIP), are also available to help people with long-term health conditions or disabilities. PIP can be paid in addition to other benefits and support, including benefits which may help with the costs of living.</p><p> </p><p>The Work Capability Assessment (WCA) determines entitlement to ESA and the additional health-related element of UC. A case discussion about the needs of claimants with Acquired Brain Injury forms part of new entrant training for all WCA assessors, who also have access to a self-directed learning module on Acquired Brain Injury which was updated this year and quality assured by Headway, the brain injury association. Headway is also a member of the WCA provider’s customer representative group.</p><p> </p><p>Acquired Brain Injury is incorporated into training for PIP Health Professionals, who all have access to a Condition Insight Report on brain injury that was updated in 2020 and completed in collaboration with Headway. The PIP Forum regularly consults with a wide range of stakeholders to ensure that PIP meets the needs of its claimants.</p><p> </p><p> </p><p>The National Disability Strategy aims to improve disabled people’s everyday lives. Our long term vision is to transform disabled people’s day-to-day lives. The strategy offers both a positive vision for long term societal change and a wide-ranging, practical plan for action now.</p><p>Although progress has been made over recent decades on accessibility and inclusion, far too often obstacles remain. 	answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>The Office for National Statistics (ONS) use the Labour Force Survey (LFS) to provide estimates for the number of people employed on zero hours’ contracts.</p><p> </p><p>The ONS figures for people in employment on zero hours’ contracts broken down by age, do not go back to 2010 and are only currently available up to April-June 2018. Therefore no directly comparable figures to the youth unemployment statistics cited are available.</p><p> </p><p>The majority of young people are not employed on zero hours’ contracts. It is specifically for in work claimants and linked to earnings to incentivise work, and those in work to earn more. Universal Credit has a single taper of 63 per cent so payments reduce in a transparent and predictable way as earnings increase. Universal Credit is a means tested benefit, and income other than earnings, such as pensions, is taken fully into account in the assessment of Universal Credit. This is consistent with how legacy means tested benefits such as Employment and Support Allowance, Jobseeker’s Allowance and Income Support treat pension income.
