However, the Government is aware that some taxpayers face issues and feel misled when using companies that specialise in claiming tax refunds from HMRC. This service is provided at a cost (often on a no-win, no fee commission basis) unlike claiming directly from HMRC which is free of charge.</p><p> </p><p>Following a consultation last year, ‘Raising standards in tax advice: Protecting customers claiming tax repayments’, the Government is taking action to address concerns raised. This includes introducing new transparency requirements in the HMRC Standard for Agents, published in January 2023, to ensure customers are clear on the agent’s fees and charging structure.</p><p> </p><p>The Government has also introduced legislation in the Finance Bill 2023 to end the use of assignments in income tax repayment claims and announced on 27th April the introduction of a requirement for repayment agents to register with HMRC.</p><p> </p><p>There are many ways in which a customer can authorise a third party to act on their behalf. Following the consultation, HMRC is also undertaking further work to develop options for a more modern and secure approach to agent authorisation.</p><p> </p><p>HMRC monitors agents and challenges them when there are potential concerns about their practices. This will mean that anyone who receives an unsolicited call trying to sell them a product such as crypto currency or insurance, will know it’s a scam. We also support National Trading Standards in the roll out of call blocking devices to vulnerable people.</p><p>Ofcom have already strengthened activity against ‘spoofed’ calls and new rules have now come into force to ensure that operators block calls from suspicious numbers from the UK and overseas. This is why we have announced two visa schemes which both support the integration of Ukrainian refugees by providing them with full access to social services and welfare in the UK for up to three years.</p><p>The Ukraine Family Scheme is similar to existing family visa routes, and provision of public services from this route will be managed in the usual way. The UK-based family member is expected to provide support and accommodation for those coming to join them, who in turn benefit from the wider integration advantages in joining an existing family network.</p><p>Homes for Ukraine on the other hand is a unique scheme that has been set up specifically to support those escaping the conflict in Ukraine who are not able to rely on family support. Direct landings made by UK fishing vessels into EU ports will need to be accompanied by a Catch Certificate but will not require an EHC.</p><p> </p><p>Export health certification is a devolved matter. Responsibility for Scottish exports to third countries lies with the Scottish Government. The Animal and Plant Health Authority issues EHCs for Scotland. Charges for signing EHCs vary by local authority and are made on a cost recovery basis. The consolidation of export consignments into larger consignments covered by a single certificate could reduce this cost burden.</p><p> </p><p>The UK Government and the Marine Management Organisation have developed an IT system to allow exporters to obtain a Catch Certificate around the clock at no cost to the exporter. However cases of sudden cardiac arrest are very rare when compared to the number of passengers carried.</p><p> </p><p>The European Aviation Safety Agency (EASA) is responsible for the regulations relating to equipment to be carried on aircraft operating in Europe and competent national authorities, the Civil Aviation Authority (CAA) being such a body in the UK, are responsible for oversight of the compliance. Our High Commissioner to Malawi discussed the issue during a meeting with the Malawian Foreign Minister on 27 April and also with United Nations Independent Expert on the rights of persons with Albinism Ms Ikponwosa Ero, during her visit to Malawi on 29 April. Malawian President Mutharika has condemned the attacks and ordered the perpetrators to be brought to justice. <br> <br>UN research recorded a total of 66 incidents in the last 14 months, 40% related to exhuming graveyards to collect body parts and 24% the sale of body parts by perpetrators including traditional healers. <br> <br>In a recent press conference he said attacks on albinos are barbaric and ordered security agencies to intensify actions against perpetrators.
