	answer	answer is ministerial correction date of answer 14/12/2018 answer text <p>Where a business collapses with no assets there are limited opportunities for consumers to obtain refunds, but the Government has issued guidance to help Insolvency Practitioners to highlight the best options to consumers.</p><p> </p><p>Where a consumer has paid by credit card and not received the goods or the services they have paid for there are extra protections where those goods cost between £100 and £30,000. In these cases, the consumer can claim back the total value of their prepayment by contacting their credit card issuing company. Consumers who purchased goods by debit card may also be able to claim through a chargeback scheme as long as they do this within a certain time period (normally 120 days). The Prime Minister, whilst Foreign Secretary, raised this matter with the Indian External Affairs Minister during her visit to India in March. We continue to work closely with the GoI on this issue, while respecting it is for them to determine the types and validity of the visas it offers. British nationals can continue to use the GoI's regular/paper visa application services for all visa categories. 	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>We intend to proceed with our reforms to Employment and Support Allowance (ESA) because we believe they are the best way to ensure that we provide the right support for those who are unable to work due to a health condition or disability. That support is not limited to just money, but also practical help for ESA claimants to take steps towards and into work, while keeping an important safety net in place for those who are vulnerable or unable to work.</p><p> </p><p>This change will only apply to new claims from 3 April 2017 and will only affect those in the ESA Work Related Activity Group</p><p> </p><p>Existing ESA claimants with a current claim prior to 3 April will not be affected and will continue to get the same level of financial support, with additional protections, including when reassessed and placed in the Work Related Activity Group, set out in regulations.</p><p> </p><p>A key part of our reforms is the allocation of a total of £330m for new, voluntary employment support for people with limited capability for work, over four years starting from April 2017, and an extra £15 million through a top up to the existing Flexible Support Fund in both 2017/18 and 2018/19.</p><p> </p><p>This additional funding means that from April 2017 we will be offering people newly placed in the Work Related Activity Group, and it’s Universal Credit equivalent, more assistance to move closer to the labour market and when they are ready into work.</p><p> </p><p>As well as the £330m set out above, the 2015 Spending Review announced the new Work and Health Programme, which will focus support on people with a disability or health condition. In addition to beginning a commercial process to let contracts with a total value in excess of £400m for the Work and Health Programme in the rest of England and Wales, the Department has announced its intention to provide around £100m of funding to London and Greater Manchester to develop, procure and deliver localised versions of the new Work and Health Programme to fit the needs of their residents. 	answer	answer is ministerial correction date of answer 14/07/2020 answer text <p>We have serious concerns about the human rights situation in Xinjiang including the extra-judicial detention of over one million Uyghurs in political &quot;re-education camps&quot;, and reports of children being forcibly separated from their parents.</p><p>On 30 June, the UK read out a statement on behalf of 28 countries at the 44th session of the UN Human Rights Council highlighting concerns about arbitrary detention, widespread surveillance and restrictions in Xinjiang, urging China to allow the High Commissioner for Human Rights meaningful access to the region. The agreement should equip operational partners on both sides with the capabilities that help protect citizens and bring criminals to justice promoting the security of all our citizens. As set out in the UK’s <em>Approach to Negotiations</em>, we have proposed this should include capabilities similar to those provided by the European Criminal Records Information System (ECRIS) and by SIS II.</p><p>Our focus is on reaching an agreement with the EU and we will continue to work hard to achieve it.
