unstar this property answer text
While it is for local authorities to plan and bring forward suitable land, our funding programmes, delivered through Homes England, are also supporting brownfield land being brought forward. As of the end of January 2019, in the South East over £247 million of the Home Building Fund Long Term Fund had been spent on contracted schemes which is expected to result in over 16,500 housing units being developed on brownfield land in the region. Other funds will also help to bring forward new housing on brownfield sites, such as our £450 million Accelerated Construction programme and our £5.5 billion Housing Infrastructure Fund. The Fund includes up to £866 million of Marginal Viability Funding, of which around £150 million will be used to support more than 25 projects in the South East, which are mostly on brownfield land and will unlock up to 12,000 homes.
more like this

unstar this property answer text
The Department has taken action to tackle unnecessary teacher workload, and address burdensome tasks such as marking and lesson planning.

The most recently published snapshot survey shows that 73% of teachers and head teachers report that their schools have reviewed or updated school policies to reduce workload, 67% had reduced or changed their approach to marking, and 49% had reduced or changed their approach to planning. Of those that had taken action on workload, 47% said unnecessary workload had been effectively reduced. The survey can be found here: https://www.gov.uk/government/publications/school-snapshot-survey-winter-2017.

Developed by head teachers, teachers and other sector experts, the workload reduction toolkit published in July 2018 provides accessible materials for teachers. These include practical advice, tools and case studies that head teachers, teachers and other staff can use to address workload issues in their school. To date materials have been collectively downloaded around 84,000 times. The toolkit can be viewed here: https://www.gov.uk/government/collections/workload-reduction-toolkit.

The Workload Advisory Group, chaired by Professor Becky Allen, has looked at what unnecessary data and evidence schools are collecting, and what (and who) drives that behaviour. On 5 November 2018, the Government published the report from the Workload Advisory Group and their response accepting all the recommendations in full. This report can be viewed here: https://www.gov.uk/government/publications/teacher-workload-advisory-group-report-and-government-response.

The Department is continuing to collect and analyse evidence on what drives excessive workload and what works to reduce it, and has committed to a large scale workload survey which will run every 2 years, to improve the evidence base and inform policies.

unstar this property answer text
The Department will give careful consideration to the findings within the Chief Adjudicator’s annual report as it endeavours to ensure that the admissions system continues to work effectively for parents, pupils and schools.

Pupils leave school rolls for many reasons including: permanent exclusion, moving to another school, or changes of circumstances (as when a pupil moves to a new area). All schools must notify the local authority when a pupil’s name is to be deleted from the admission register.

Statutory guidance on exclusions is also clear that ‘informal’ or ‘unofficial’ exclusions are unlawful, regardless of whether they occur with the agreement of parents or carers. Any exclusion of a pupil, even for short periods of time, must be formally recorded.

A consultation and call for evidence on elective home education was held by the Department between April and July 2018. This included the issue of registration of children by local authorities. The responses received are still being considered, and a government response document outlining next steps will be published in due course.

unstar this property answer text
The Government’s consultation was predicated on the clear need for reform to reduce hostility and conflict between divorcing parents, which leave their mark on children and damage their life chances. We therefore sought views on how best to achieve this, not on the case for reform.

We held a full public consultation over twelve weeks last year to test our detailed proposals in light of the widest possible range of views and insights. We have reflected on the points raised in the consultation from all perspectives, not just from the many individuals and organisations who were supportive. A YouGov poll on the day we set out our proposals suggested 73% support for removing blame from the legal process. We have detailed the final results of the consultation in our response and outlined people’s views on all sides, and we remain grateful to everyone who responded.
more like this

unstar this property answer text
The Department requires operators of new franchises to provide automated Delay Repay compensation processes that make claiming swift and simple and is working with the rail industry and the Office of Rail and Road (ORR) to deliver more automated claims processes across all DfT-let franchises. The Delay Repay compensation scheme has now been rolled out to all but one of these franchises. Since announcing ‘one-click’ compensation in October 2018, the Government has also introduced a requirement for new franchises to introduce simple one-click automated claims systems, available via smartphones and smartcard registration, to make it easier for passengers to claim compensation when they have suffered delays.

In practice, train operating companies work with one another to ensure that the Delay Repay compensation scheme works in an interoperable way between franchises. For example, if a passenger submits their claim for compensation to an operator other than the one responsible for the delay, then the operator receiving the claim should forward this to the one that was responsible for the delay and advise the passenger that they have done this.

We can advise that South Western Railway (SWR)’s compensation offering was improved earlier this month with the announcement of Automated Delay Repay, which is a new simpler way of claiming compensation for Season ticket holders using SWR Touch smartcards and for holders of Advance tickets purchased through SWR’s website:

https://www.southwesternrailway.com/contact-and-help/refunds-and-compensation/automated-delay-repay.
