unstar this property answer text <p>There have been three Official Development Assistance projects related to unconventional gas in China, which have focused on ensuring a sustainable, responsible approach to China's planned development of its shale gas resources and helping accelerate the transition away from coal as an energy source. The first project supported the development of improved standards for local and community engagement with large infrastructure projects, including shale gas. The second project supported Sichuan Province in China to develop shale gas in a sustainable way by improving its environmental protection and mineral rights regulation. The third produced a scoping study to advise Her Majesty's Government on options for future Prosperity Fund projects with China on shale gas. Outcomes recorded from these, now-completed, projects include 1) increased understanding of international standards for public engagement related to energy infrastructure, 2) endorsement by the Sichuan Energy Bureau and Sichuan Environmental Protection Bureau of policy recommendations supporting the development of the first set of provincial environmental regulations for shale gas in China, and 3) improved understanding of the barriers to development of the Chinese shale gas industry, including the lack of a coherent environmental framework.</p>

Our non-Resident Ambassador – the British High Commissioner to Accra – provides our diplomatic representation and recently received accreditation from the Government of Togo. In March, our Honorary Consul also received accreditation. This progress demonstrates the strengthening of our bilateral relationship with Togo and enables us to progress our relationship further.</p><p>Our non-Resident Ambassador has discussed how the UK-Togo relationship can expand with President Gnassingbé, specifically concerning economic development and improved trade links.</p> more like this

unstar this property answer text <p>​The United Kingdom and the Republic of Azerbaijan have enjoyed a strong diplomatic relationship for over a quarter of century. Through regular political and economic dialogue we work together to increase cooperation in all areas of mutual interest. Our annual strategic dialogue, which I last co-chaired in October 2018, provides opportunity for discussion of bilateral relations, multilateral issues and human rights.</p><p>Our regular UK-Azerbaijan Joint Intergovernmental Commission, which is co-chaired by the Minister of State for International Trade, was last held on 22 May. This is a forum for in-depth discussion of the UK and Azerbaijan's energy and trade relationship, and sets the agenda for future cooperation in new economic sectors.</p><p>We also strengthen bilateral relations through regular high-level visits, most significantly when the Prime Minister welcomed President Aliyev to the UK in April 2018. We have forged close partnerships in the educational, cultural and creative sectors. Every year we welcome new Chevening scholars from Azerbaijan to the UK, and thousands of Azerbaijani students have studied at UK universities.</p>

unstar this property answer text <p>​We are appalled by reports that hospitals in north west Syria have been hit by Russian and regime airstrikes. The UN estimate that 20 health facilities, at least 9 of which are hospitals, have been affected by recent hostilities. It is inexcusable that hospitals have been attacked despite their coordinates being provided to Russia and others by the UN deconfliction mechanism. We urgently call on the Syrian regime, Russia and all other actors to abide by international law and respect the ceasefire agreed last year and the deconfliction mechanism.</p> more like this

In the case of the 2019 G20 Summit, there are currently no plans for formal discussions on preventing homophobia, biphobia and transphobia. However, the British Government continues to work through our embassies, High Commissions and through international organisations and multilateral fora to promote tolerance and non-discrimination and to address discriminatory laws against LGBT people. unstar this property answer text <p>​For 65 years, the Marshall Scholarship programme has created lasting bridges between the US and the UK by funding intellectually distinguished young Americans to undertake postgraduate studies in Britain. Marshall scholars become advocates for greater depth and breadth of interaction, co-operation and mutual understanding between the two countries, with many going on to senior positions in politics, business, the law and other fields. The Government increased the programme's funding in 2017, allowing up to 50 scholarships to be awarded per year. This increased investment reflects the strengthened commitment of the British Government to the value of this programme and to the Special Relationship. The Tailored Review of the programme this year concluded that it continues to support UK-US relations, and in line with the review's recommendations, we will be building on work to develop our processes for evaluating the programme's impact.</p> more like this

unstar this property answer text <p>We have noted the concerns voiced by legal and business representative organisations and civil society groups in Hong Kong about both the content and the short consultation period allowed for the proposed changes to the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance.</p><p>We have raised a number of issues relating to the proposals with the Hong Kong Government at senior levels. These include potential implications for both our joint security cooperation and our bilateral extradition treaty and the potential consequences for the UK business community and for UK citizens living in or travelling through Hong Kong. We will continue to seek clarity from the authorities on these points.</p><p>The Foreign Secretary and Canadian Minister of Foreign Affairs, Chrystia Freeland, issued a Joint Statement on 30 May, which noted concern for the potential effect of the proposals on the large number of UK and Canadian citizens in Hong Kong, on business confidence and on Hong Kong’s international reputation. They made clear that any extradition arrangements in Hong Kong should be in line with ‘One Country, Two Systems’ and fully respect Hong Kong’s high degree of autonomy. They also urged the Hong Kong Government to engage meaningfully with Hong Kong’s broad range of local and international stakeholders in order to ensure their concerns are fully considered.</p><p> </p>

I laid a Written Ministerial Statement on 17 December 2018 (HLWS1153) which covered the main issues in the Action Plan. The next Overseas Territories Joint Ministerial Council will take place in London on 26 and 27 November 2019.</p> more like this

unstar this property answer text <p>My Department is working with other Government Departments on the support and expertise the UK Government can offer the Overseas Territories. As part of that, we plan to hold a technical workshop this summer, and are currently liaising with the Overseas Territories to agree the issues they would find it most useful to cover in the workshop. These issues could include policy, technical and legal areas.</p> more like this
