unstar this property answer text <p>The Government is committed to ensuring the safety of consumers and I have personally been involved in issues related to Whirlpool tumble dryers since my appointment.</p><p> </p><p>The Office for Product Safety and Standards (OPSS) was tasked with reviewing the effectiveness of Whirlpool’s technical modification and the adequacy of its consumer outreach Programme, and that review was published on 4th April.</p><p> </p><p>OPSS issued a Decision Letter setting out the requirements that Whirlpool must take to improve its management of risk and its communications with customers on 2nd April. Whirlpool were given 28 days to respond setting out the actions they will take.</p><p> </p><p>The General Product Safety Regulations 2005 provides powers to deal with goods to ensure the safety of consumers and OPSS will continue to take appropriate steps to hold Whirlpool to account and will continue to be actively engaged in respect of the Whirlpool tumble dryer safety issue.</p> more like this

unstar this property answer text <p>Adoption of a CENELEC standard as a British standard is a matter for the British Standardisation Institution (BSI). BSI published the revised CENELEC standard as the British Standard on 31 March 2019. The use of standards generally is voluntary. As a reference to the CENELEC standard has not been published in the Official Journal by the European Commission, it cannot give presumption of conformity with requirements of the legislation.</p><p> </p><p>The Government continues to work with BSI and other stakeholders such as the London Fire Brigade at international level to further enhance safety standards and drive up best practice. However, business must comply with the essential safety requirements of the legislation.</p> more like this

unstar this property answer text <p>The Government has plans to have high quality infrastructure to support economic growth and prosperity across all regions of the UK. The UK is well placed to be a global leader in hydrogen and fuel cell powered transportation due to our high-quality engineering and manufacturing capability in relevant supply chains. We will support the development of the infrastructure for hydrogen fuel cell electric vehicles, recognising that the market is at an early stage of development. We are doing this through initiatives such as the £23m Hydrogen for Transport programme, which will increase the uptake of fuel cell electric vehicles and expand hydrogen refuelling infrastructure.</p><p> </p><p>The Government set out its view on the relative environmental performance of different fuels in the Road to Zero Strategy. This was based on an independently verified assessment of the fuels and technologies available to consumers, with consideration given to both greenhouse gas and air-pollutant emissions over the period to 2050. This analysis suggests that hydrogen fuel cell technology could have a role in supporting the transition to zero emission transport alongside battery electric technology. In the long term, hydrogen may be more suited for use in HGVs and by fleets where range and fast refuelling are key concerns.</p>

unstar this property answer text <p>On 10 June we launched the Smart Export Guarantee, which will ensure that small-scale low-carbon generators are paid for the power they export to the grid. The SEG provides space for innovative market solutions to come forward, and supports the uptake of flexible technologies such as batteries - reinforcing our smart energy agenda.</p><p> </p><p>BEIS also supports communities through the Rural Community Energy Fund. This re-opened at the end of May to support communities seeking to develop a wide range of low carbon activities. The £10m fund provides grants to communities for feasibility studies to scope out ideas, and where projects are viable, another grant to help develop the project to investment readiness.</p><p> </p><p>Eligible community projects will be able to benefit from the SEG, however we recognise that it may be more suitable for some projects than others. We are continuing to consider what measures we could take to support the efforts of communities that wish to invest in low-carbon community energy.</p>

unstar this property answer text <p>The Department keeps delivery progress in constant review. ECO3 is a three and a half year scheme and obligated suppliers may deliver the obligation at any time during the obligation period. Historically, delivery has been low at the start of each scheme while suppliers end one obligation period and start to build up momentum under the new scheme rules.</p><p>The scheme allows participating Local Authorities to determine eligibility and refer households to obligated suppliers, and in those cases removing the need for suppliers to target eligible households. This is a voluntary mechanism for suppliers to use, and it equates to up to 25% of ECO.</p><p>The regulations have been in force for less than six months, and there is time for suppliers to increase delivery rate up to the end of the scheme in March 2022.</p><p>Almost 2.5m insulation, heating and other measures have been delivered since ECO began in 2013. unstar this property answer text <p>For the purpose of this response, I assume that the question is referring to the ambition for homes to reach Band C by 2035, rather than 2015. Good progress has already been made improving the energy performance of our housing stock, with 30% of homes in England at Band C or above, with a further 51% already at Band D, according to the 2017 English Housing Survey. This is up from 7% and 40% respectively in 2007.</p><p>Since the publication of the Clean Growth Strategy we have:</p><ul><li>Reformed the Energy Company Obligation to focus on those households in or at risk of fuel poverty</li><li>Issued a call for evidence on building a market for energy efficiency, on which we will set out more detail in the forthcoming Green Finance Strategy and Energy White Paper</li><li>Introduced regulations on 1st April 2018 which require landlords to bring their properties to EPC Band E or above, and amended these further to require a contribution of up to £3,500 from landlords towards the cost of improvements from 1<sup>st</sup> April 2019.</li><li>Launched supply chain pilots in six local areas focusing on building capacity and reducing costs</li><li>Launched a new digital service, Simple Energy Advice, to provide impartial and tailored advice to homeowners and tenants.</li><li>Worked with industry to launch a new quality mark for home energy improvements, implementing the recommendations of the independent Each Home Counts review</li><li>Established a £10 million innovation project to reduce the cost of whole house retrofit.</li></ul>
