	answer	answer answer text <p>Transport in London is devolved to the Mayor of London and delivered by Transport for London (TfL). The A3 southbound at Tolworth is the responsibility of TfL.</p><p> </p><p>I understand that TfL regularly monitors its road infrastructure to ensure that it is safe for people to use and that a recent inspection of this section of the A3 found that parts of the crash barrier needed replacement due to damage from collisions and corrosion. For safety reasons, until the barrier can be replaced, TfL has had to restrict access to the near side lane. TfL is working closely with its suppliers who are manufacturing a replacement barrier. It will be installed in the coming weeks.</p><p> </p><p> </p>

	answer	answer answer text <p>The government believes that all schools can benefit from becoming an academy as part of a multi-academy trust (MAT). The department does not think it is necessary at this time to set a timescale for this ambition to be realised.</p><p>Academy conversion remains a positive choice for many schools who are voluntarily choosing to convert to enjoy the benefits of autonomy and working in collaboration with other schools as part of a MAT. More than 50% of all pupils in state funded schools in England are educated in an academy or free school. The department has been clear that maintained schools are only required to become sponsored academies, due to educational underperformance, if they are judged inadequate by Ofsted.</p>

	answer	answer answer text <p>The department’s expectations of effective governance in multi academy trusts (MATs) is set out in the Academies Financial Handbook and Governance Handbook. This includes the skills, knowledge and behaviours that boards need to demonstrate to be effective. Both handbooks are currently being updated and once completed, copies will be <ins class="ministerial">placed</ins> <del class="ministerial">available</del> in the Libraries of both Houses. The Academies Financial Handbook is updated annually.</p><p> </p><p>Through the Academies Ambassadors Programme, over 1200 volunteers with commercial and business experience have been recruited to join academy boards.</p><p> </p>

	answer	answer answer text <p>The accident and emergency (A&amp;E) department at the Friarage Hospital is not closing but transforming into a 24 hours, seven days a week urgent treatment centre (UTC) in line with clinical guidance. The UTC will be able to see all patients with minor illnesses and minor injuries.</p><p> </p><p>It is the responsibility of local National Health Service organisations, when making decisions on service changes, to fully consider any impact on patients. Commissioners also have to consider any impact on health inequalities, including those in rural areas, and the NHS Long Term Plan commits to developing a delivery model for small rural acute hospitals to ensure sustainable and efficient service delivery.</p><p> </p><p>However, the vast majority of the services at the Friarage Hospital will remain unchanged with 89% of patients unaffected by these changes. Patients with serious medical conditions, such as those suffering from a stroke, heart attack and/or trauma already go directly to James Cook University Hospital.</p><p> </p><p>There are robust plans in place to ensure patient safety. In future, a medical consultant will review all emergency cases prior to arrival, via a telephone triage with the ambulance team or general practitioner. More seriously ill patients will be diverted to appropriate hospital sites, typically James Cook or Darlington Memorial. This decision will be based on patient need and the patient’s home location. Where appropriate, patients will be returned to the Friarage once their condition has improved, for the remainder of their hospital stay.</p><p> </p><p>Neither the Department nor NHS England have conducted an assessment of the impact of closures of A&amp;E departments on ambulance services in rural areas.</p><p> </p>

	answer	answer answer text <p>The Seasonal Workers Pilot is different to the previous Seasonal Agricultural Workers Scheme, which ran until 2013.</p><p> </p><p>The pilot will be run by two operators who will act as third party providers of labour. The Home Office have concluded that two scheme operators is the optimal number for managing this pilot. Defra ran a competitive selection process to select the two operators.</p><p> </p><p>The pilot is not designed to meet the full labour needs of the horticultural sector. Rather, the Government is seeking to evaluate the pilot’s ability to assist in alleviating labour shortages during peak production periods. We wish to assess fully this pilot before taking any decisions on future arrangements.</p>

	answer	answer answer text <p>The Department for Transport and the UK Civil Aviation Authority (CAA) have been closely monitoring the potential safety risk posed by the Boeing 737 Max-8 aircraft flying in UK airspace following the recent tragic Ethiopian Airlines accident. As a precautionary measure, on 12 March the CAA, as the UK’s independent safety regulator, issued instructions to stop any Boeing 737 Max commercial passenger flights arriving, departing or overflying UK airspace until further notice.</p><p> </p><p>Following the CAA’s Directive, the European Aviation Safety Agency published an Airworthiness Directive suspending all commercial operations of all Boeing 737MAX aircraft to, from and within Europe.</p><p> </p><p>The CAA are in close contact with affected airlines to minimise any disruption to travelling public.</p><p> </p>
