	answer	answer answer text <p>Transport in London is devolved to the Mayor of London and delivered by Transport for London (TfL). The A3 southbound at Tolworth is the responsibility of TfL.</p><p> </p><p>I understand that TfL regularly monitors its road infrastructure to ensure that it is safe for people to use and that a recent inspection of this section of the A3 found that parts of the crash barrier needed replacement due to damage from collisions and corrosion. For safety reasons, until the barrier can be replaced, TfL has had to restrict access to the near side lane. TfL is working closely with its suppliers who are manufacturing a replacement barrier. It will be installed in the coming weeks.</p><p> </p><p> </p>

The Government’s focus in the immediate term is on bringing forward compliance with legal limits for NO2 concentrations, and stakeholders from seven departments take part in the governance of the NO2 Plan in order to ensure that policies are closely aligned.</p><p>The Government published its new Clean Air Strategy on 14 January 2019, setting out a comprehensive plan to tackle air pollution, aimed at all sectors of industry and society.</p>

	answer	answer answer text <p>The Department for Transport and the UK Civil Aviation Authority (CAA) have been closely monitoring the potential safety risk posed by the Boeing 737 Max-8 aircraft flying in UK airspace following the recent tragic Ethiopian Airlines accident. As a precautionary measure, on 12 March the CAA, as the UK’s independent safety regulator, issued instructions to stop any Boeing 737 Max commercial passenger flights arriving, departing or overflying UK airspace until further notice.</p><p> </p><p>Following the CAA’s Directive, the European Aviation Safety Agency published an Airworthiness Directive suspending all commercial operations of all Boeing 737MAX aircraft to, from and within Europe.</p><p> </p><p>The CAA are in close contact with affected airlines to minimise any disruption to travelling public.</p><p> </p>

	answer	answer answer text <p>EU Regulation 598/2014 establishes rules and procedures with regard to the introduction of noise-related operating restrictions at EU airports. This includes the appointment of a competent authority in relation to the operating restrictions.</p><p> </p><p>A competent authority’s role relates to the operating restriction itself and is not bound by geography. The Government’s implementation of this Regulation for Scotland, The Airports (Noise-Related Operating Restrictions) (Scotland) Regulations 2019, laid before Parliament has been brought forward by the UK Government because this is a reserved matter in relation to Scotland. The Regulations designate Scottish Ministers as the competent authority for Scottish airports within the scope of the regulation.</p>

	answer	answer answer text <p>Leaving the EU with a deal remains the Government’s top priority but we have a duty to plan for the alternative. Passengers can continue to book with confidence as the EU has provisionally agreed legislation, ensuring that flights will continue in a no-deal scenario. This gives UK airlines the rights to fly to the EU. The UK will reciprocate and provide, as a minimum, equivalent rights to Member States airlines. The European Commission has also provisionally agreed a Regulation which would provide an extension (for nine months) of the validity of certain safety certificates. The Civil Aviation Authority is preparing to take on the responsibilities currently undertaken by the European Union Aviation Safety Agency (EASA) in the event of a no deal, and are confident that these plans will be in place in time.</p>
