unstar this property answer text
There are over one million visitors to Parliament each year. Visitors access the estate for many reasons. These include: to meet with a Member or a member of staff; to attend a Member-sponsored meeting or meetings at official level; to give evidence to a Committee; to lobby; to attend debates in both Houses (in the Chambers and Committees); to attend functions and banqueting events; to take a tour (both paid-for and democratic free tours); or as part of an Education Service visit. Many visits do not need to be pre-booked. In order to promote open access to Parliament controls are kept proportionate to the security risk. Photo identification by visitors is not currently deemed proportionate and if introduced would need to be verified, significantly delaying the admission of visitors to Parliament and resulting in lengthy queues at peak times.

All non-passholders are subject to search and screening measures before entering the estate. The Parliamentary Security Department do not comment publicly on the details of security measures.

The Director of Security for Parliament is content to meet with any members who wish to discuss specific concerns.

answer
unstar this property answer text
The Crown Prosecution Service (CPS) does not maintain a central record of Crown Court trials which resulted in a non-conviction outcome due to a prosecution failure to disclose evidence to the defence. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.

As part of the work under the National Disclosure Improvement Plan, the CPS has introduced new data collection measures designed to monitor disclosure performance. These measures include all prosecutors now being required to confirm at the conclusion of every case that has been stopped after charge whether disclosure had a primary or contributory impact on the outcome. This will allow us to capture more data than ever before on cases in which disclosure does not ultimately cause the case to end but where it was a secondary factor, and will enable performance to be examined by police and prosecutors at local, regional and national level and to drive further improvements. The first set of this data will be published in due course.

unstar this property answer text
The UK Climate Projections (UKCP18), published in November 2018 by the UK government-funded Met Office Hadley Centre (MOHC), projected a global sea level rise of 29 – 112 cm by 2100, relative to the 1981-2000 average, depending on the scale of future emissions of greenhouse gases. Under a medium emissions scenario, the UKCP18 sea level projections show a net contribution from Antarctica of up to 26 cm by 2100.

The UK Government is committed to tackling climate change and is actively working with others to meet the long-term goals of the Paris Agreement. This includes:

demonstrating leadership by taking action to reduce our own emissions (we have reduced UK emissions by over 40% compared to 1990 levels);

taking a prominent leadership role in multilateral fora such as the United Nations Framework Convention on Climate Change, G20, G7;

providing International Climate Finance (at least £5.8bn from 2016/17-2020/21) to help developing countries mitigate and adapt to climate change; and

promoting global alliances to encourage clean growth, such as the Powering Past Coal Alliance.

Through organisations, such as the Natural Environment Research Council (NERC) – a part of UK Research and Innovation (UKRI), the UK is delivering world-leading interdisciplinary research to better understand environmental changes in the polar regions and its impacts. This is often in collaboration with international partners – for example, the £20 million over 5 years UK-US International Thwaites Glacier Collaboration to understand its ice sheet stability and potential impact on global sea-level rise. This and similar projects enable us to better adapt to and mitigate against global climate change.

unstar this property answer text
Delivering a negotiated deal with the EU remains the Government's top priority, but it is the job of a responsible government to ensure we are prepared for all scenarios, including no-deal.

The Government aims to ensure that movement through ports will continue to be as frictionless as possible in a no-deal scenario, so that the effects on businesses using the Port of Dover and the Channel Tunnel are minimised. To achieve this, the Government’s no deal roll on-roll off model (which applies at these ports) moves customs processes away from the border. Furthermore, HMRC on 4 February announced transitional simplified procedures (TSP) which will aid businesses using these ports, and the Border Delivery Group is actively engaging with prospective declarants on both sides of the Channel.

As the application of additional customs checks by the EU is outside of our control, the Government has undertaken a range of preparatory measures to mitigate potential impacts and ensure that goods can continue to flow into and out of the UK as freely as possible. These include Operation Brock and other traffic management measures in order to manage HGV flows effectively.

unstar this property answer text
The UK’s 2019 Ease of Doing Business score of 82.65 currently is higher than the average of the OECD high income economies, which is 77.80. The World Economic Forum Global Competitiveness Index ranks the United Kingdom 8 out of 140 countries, and in December 2018 Forbes Magazine nominated the UK as the best country in the world for business out of 161 countries.

Through our modern Industrial Strategy, we are focused on maintaining and improving our first-class business environment. We are cutting corporation tax and reforming Business Rates to link them to the Consumer Price Index (CPI) and exempt 655,000 firms all together. We have introduced the new Streamlined Company Registration Service, to ease administrative burdens on new businesses and are exempting small and micro-businesses from regulation where possible and desirable.

More widely, we are providing over £5.5 billion of finance to almost 78,000 smaller UK businesses through programmes operated by the Government-owned British Business Bank. We have created the Small Business Commissioner (SBC) with powers to tackle unfair payment practices; in the first year SBC has returned £2.1million to SMEs in payment disputes.
