unstar this property answer text <p>No year contains 53 weeks. This perceived issue arises where a landlord charges rent weekly on a Monday and, because of the way the calendar falls every 5 or 6 years, seeks 53 rent payments in a year, with the 53rd payment in part covering the tenancy for the first few days of the following year.</p><p>Universal Credit is paid on a monthly cycle. Where a tenant has a weekly rental liability, they will have to make either 4 or 5 rent payments in any one month. This means that claimants are ‘overpaid’ by UC in months where they have to make four rental payments and ‘underpaid’ where they make five. But over time this broadly balances itself out. It is impossible to accurately align weekly and monthly payment cycles at all points in time.</p><p> </p><p>Where a tenant makes a 53rd weekly rent payment on the last Monday of the 2019/20 year, only two days of that payment relates to a liability falling within that year (ie payment covering Monday and Tuesday of that week as Wednesday falls in the new year). Thus, five days of that payment is an advance payment for the following month and that month has only four Mondays and hence four rent payments. The combination of the advance rent payment and the ‘overpayment’ in April 2020 means that the shortfall is immediately recovered.</p><p> </p><p>There is a separate issue with respect to the way the calculation in the Universal Credit regulations converts a weekly liability into a monthly allowance. The conversion is achieved by multiplying the weekly rent by 52 and then dividing by 12. This effectively means one day’s rent a year (two days in a leap years) are not covered by UC. We are currently considering whether this formulation around weekly rents, and potentially other weekly amounts in the UC calculation, should be amended.</p>

unstar this property answer text <p>The Department still collects centrally information on domestic violence easements for Job Seeker Allowance claimants. However, this data is not considered robust enough to report in Parliament.</p><p> </p><p>Since the introduction of Universal Credit, it has not been possible for the Department to report specific easements applied to individual claimants. This is because this has not been included in the Universal Credit Management Information build. We are committed to gathering better data to support claimants with complex needs and have registered this as part of the wider work programme for the Universal Credit, anything we do will be introduced incrementally and could be broad across complex needs rather than focusing on one particular group.</p> more like this

unstar this property answer text <p>We have not made an assessment of the effect of the roll-out of universal credit in Fife on provision of services for lone parents and disadvantage families by Local Authorities and third party sector organisations.</p><p> </p><p>We are committed to helping parents into work. Childcare is essential in enabling parents to work, although we recognise that this can cause additional financial difficulty.</p><p>Universal Credit claimants are able to claim up to 85 per cent of their childcare costs, compared to 70% on the legacy system. People with an offer of paid work can also get childcare costs paid a month in advance.</p><p> </p><p>On 11 January 2019, Secretary of State Rt. Hon Amber Rudd MP announced measures that will provide increased support for Universal Credit (UC) claimants. This included piloting a more flexible approach to claimants reporting childcare costs, which will allow people to be reimbursed for childcare even when they aren’t able to provide immediate evidence.</p> more like this

unstar this property answer text <p>Since Personal Independence Payment (PIP) has been introduced, 1,670 people living in Blackpool Local Authority, whose main condition was a psychiatric disorder, have been disallowed after their case was referred to the Assessment Provider. The data the Department holds is up to September 2018. Of the 1,670 cases, 90 decisions resulted in awards being changed at the Mandatory Reconsideration (MR) stage, and 130 at appeal.</p><p> </p><p>Since PIP was introduced 3.7m decisions have been made in Great Britain for all health conditions up to September 2018, of these 10% have been appealed and 5% have been overturned.</p><p> </p><p>The data has been rounded to the nearest 10.</p><p> </p><p>PIP data includes normal rules and special rules for the terminally ill claimants, and covers new claims and DLA reassessment claims.</p><p> </p><p>Data is based on primary disabling condition as recorded on the PIP computer systems. Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics.</p><p> </p><p>The appeals may include decisions which are changed at MR, and where the claimant continues to appeal for a higher PIP award, are then changed again at tribunal appeal.</p><p> </p><p>Claimants who have received benefit decisions more recently may not yet have had time to complete the claimant journey and progress to appeal.</p>

unstar this property answer text <p>Health Professionals that carry out PIP Assessments on behalf of DWP must have the following qualifications and experience:</p><p> </p><ul><li>are an occupational therapist, nurse (level 1), physiotherapist or paramedic. Doctors support assessments as part of the overall clinical assurance process but do not currently undertake any PIP assessments.</li></ul><p> </p><ul><li>are fully registered with the relevant licensing body (doctors must have a licence to practise).</li></ul><p> </p><ul><li>The licensing body has not placed restrictions on the healthcare professional’s registration.</li></ul><p> </p><ul><li>at least 2 years post full registration experience or less than 2 years post full registration experience by individual agreement with the Department.</li></ul><p> </p><p>It is DWP’s policy that Health Professionals who meet this criteria will have appropriate experience to complete a functional assessment.</p><p> </p><p>Assessment Providers are required to ensure Health Professionals have knowledge of the clinical aspects and likely functional effects of a wide range of health conditions and impairments. All Health Professionals employed to conduct PIP assessments are required to complete Continuous Professional Development to keep their knowledge up to date.</p><p> </p><p>In addition, Assessment Provides have Mental Function Champions available to provide relevant advice and support to Health Professionals about mental health conditions and cognitive impairments.</p>

unstar this property answer text <p>The Government spends over £90 billion a year on welfare benefits for people of working age, to ensure a strong safety net for those who need it. This includes a well-established system of hardship payments and benefit advances. We have also introduced a range of measures to help put more money in claimant’s pockets quicker, such as removing waiting days and, from July 2020, introducing a new two-week run on for income-related Employment and Support Allowance, Income Support and income-based Jobseeker’s Allowance.</p><p> </p><p>Jobcentre managers have discretion to work with a wide range of external partners, including food banks, where they are invited to do so. And there are established arrangements in place which allow local staff to signpost a customer to a foodbank where a customer has expressed an interest in using one, but will only do so once they have exhausted all other routes of support.</p><p /> more like this
