	answer	answer answer text <p>The Government recognises the importance of effective and timely handling of correspondence with members of the House of Lords. Government departments should aim to provide a substantive response to routine correspondence within a maximum of 20 working days. However, sometimes circumstances dictate that it will not be possible to provide a response within this timeframe. In such instances, departments are advised to issue a ‘holding’ response until a more substantive response can be provided.</p><p>The Cabinet Office publishes an annual report detailing departmental performance in the handling of correspondence from members of both Houses. Lord Young of Cookham set out the 2017 performance figures in a Written Statement on 26 June 2018 (HLWS771). 	answer	answer answer text <p>The offences of grievous and actual bodily harm are created by the Offences against the Person Act 1861. The Crown Prosecution Service (CPS) does not maintain a central record of defendants charged with, or prosecuted for these offences. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p> </p><p>While the CPS does not hold a central record of defendants prosecuted by specific offences, records are held reporting the number of defendants, identified as being persons serving with the police, who are assigned the Principal Offence Category ‘Offences against the Person’ at finalisation. Persons serving with the police are defined as, and include, police staff, community support officers and contracted escort and detention officers in addition to serving police officers. 	answer	answer answer text <p>The Post Office in central Clacton-on-Sea is not being downgraded, but rather transferred to WHSmith so that it is operated on a franchise basis. WHSmith already operate 135 Post Office branches and the vast majority of branches, around 98% of the 11,500-branch network, are already operated by third parties on a franchise or agency basis.</p><p> </p><p>The Department for Business, Energy, and Industrial Strategy has not received any representations on the franchising of the Post Office in Central Clacton-on-Sea. 	answer	answer answer text <p>Under the Pyrotechnic Articles (Safety) Regulations 2015 there is a ban on the supply of categories F2 and F3 fireworks to people under the age of 18.</p><p>All premises supplying these fireworks are required by the Fireworks Regulations 2004 to display a notice highlighting that it is illegal to sell fireworks to people who are underage and for underage people to possess them in public. There is also a ban on the possession of these fireworks in public places by people under 18.</p><p>Local Authority Trading Standards have powers to enforce the law and work with businesses to help them comply with the law through practical advice and toolkits.
