Ministerial guidance has been provided for Electoral Registration Officers (EROs) which sets out the framework for administering this process.</p><p>The Commission is currently producing a guide to support anyone interested in promoting electoral registration. This guide will make clear that any individual who does not have a National Insurance Number should be directed to their ERO for advice on what they need to do to register.</p> more like this

unstar this property answer text <p>(a) Leading for Parliament was a bespoke leadership course designed for senior leaders and managers in the House of Commons. It ran from 2012–2014 with 130 Commons staff attending, 32 of whom were SCS or Band A clerks. Total costs of design, delivery and materials was £375,000;</p><p>(b) Milestones for Management is a bespoke management development programme for more junior managers and staff moving into their first post with line management responsibility. It began in 2011 and will be completed in March 2015 with 73 managers participating. Of this number 12 were Band “A” staff, five of whom were clerks. Total costs of design, delivery and materials is £182,500;</p><p>Modules from both programmes have also been run as stand-alone sessions. These have been well attended by staff from all departments, particularly the modules on performance management and managing change.</p> more like this

unstar this property answer text <p>The House of Commons Commission initially committed itself to a reduction in the Administration Resource Estimate in December 2009. The following year this was restated as an intention to reduce the Estimate to £210 million by 2014/15 from a baseline of £231 million for 2010/11.<sup>(a) </sup>Taking forecast inflation into account, this represented a reduction of 17% in real terms. In December 2013 the Commission agreed an Administration Estimate for 2014/15 of £201.3 million – allowing for transfers between Estimates and other adjustments, this was £2 million below the target set in 2010.</p><p>The Finance and Services Committee will, on Tuesday 28 October, be publishing its first report of the session, entitled <em>House of Commons Financial Plan 2015–16 to 2018–19, including draft Estimates for 2015–16</em> (HC 757), which provides further detail. I shall be approaching the Backbench Business Committee to request a debate on the report before the Committee gives its advice on the 2015/16 Estimate to the Commission in December. This would give all hon. Members a chance to discuss and contribute to the financial plan.</p><p>Note: (a) In December 2009 the Commission agreed an Estimate for 2010/11 of £258 million. However, having taken account of the transfer of staff to IPSA and various accounting adjustments, this was reduced to £231 million. Agreement of an initial, in-year savings package by the Commission in June 2010 meant that it actually laid an Estimate for 2010/11 of £219 million.</p>

unstar this property answer text <p>None of the five techniques which the 1972 Committee considered is permissible under current law. <br><br>UK police forces are required to adhere to the provisions PACE Code H and Schedule 8 to the Terrorism Act 2000, which deal respectively with the detention of individuals who are suspected of being involved in the commission, preparation or instigation of acts of terrorism and the procedures which must be followed in those cases. <br><br>Independent Custody Visitors, lay individuals who visit designated places of detention of terrorist suspects additionally review and report on the condition of their detention, to the Independent Reviewer of Terrorism Legislation who annually reports on the operation of the Terrorism Acts. The Independent Reviewer plays a vital role in scrutinising UK counter-terrorism legislation to ensure that it is fair, effective and proportionate.<br><br>In 2010, the Government published the ‘Consolidated Guidance to Intelligence Officers and Service Personnel on the Detention and Interviewing of Detainees Overseas, and on the Passing and Receipt of Intelligence Relating to Detainees’. This guidance set out the principles, consistent with UK domestic law and international law obligations, which govern the interviewing of detainees overseas and the passing and receipt of intelligence relating to detainees. This guidance must be adhered to by officers of the UK’s intelligence and security agencies, members of the UK’s Armed Forces and employees of the Ministry of Defence.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>Convicted stalkers are already captured on the Police National Computer. We need to make better use of existing databases and improve connectivity and information sharing rather than creating new databases or registers for each and every offence. We are working with the police and Crown Prosecution Service to raise awareness and improve professional knowledge. Since October 2012 the College of Policing training package on investigating stalking effectively has been completed over 56,000 times by police. Over 1,500 Crown Prosecution Service (CPS) staff have completed training in stalking.<br><br>In addition, the Home Secretary has established a National Oversight Group to ensure recommendations from HMIC’s Review into domestic abuse are acted upon. unstar this property answer text <p>On 7 July the Home Secretary announced to the House that she had appointed Peter Wanless to lead a Review of an investigation by an independent expert into what information the Home Office had received in relation to child abuse allegations during the period 1979 and 1999.</p><p>The Permanent Secretary appointed Richard Whittam QC to assist in this task. The Review has had access to all material identified which would relate to child abuse and which the Department still holds. unstar this property answer text <p>On 7 July the Home Secretary announced to the House that she had appointed Peter Wanless to lead a Review of an investigation by an independent expert into what information the Home Office had received in relation to child abuse allegations during the period 1979 and 1999. The Permanent Secretary appointed Richard Whittam QC to assist in this task. The Review has had access to all material identified which would relate to child abuse and which the Department still holds. The Home Secretary has now received the report of the Review and is considering its findings ahead of the full report being published.</p><p> </p><p> </p><p> </p> more like this
