star this property answer text <p>In accordance with section 118(1) of the Health and Social Care Act 2012, Monitor is required to send a notice of the proposals for the National Tariff to all licensed providers and unlicensed providers who provide NHS healthcare services where there is a proposed national price. These providers may comment on any of the policy proposals that are contained in the consultation notice and, in particular, may object to any method proposed under section 118(3)(b) of the Act.</p><p> </p><p> </p><p> </p><p>It is currently Monitor’s intention to release this notice at the end of October. Responses to this consultation will be released along with the final tariff publication.</p><p> </p> more like this

star this property answer text <p>The Health and Social Care Act 2012 sets out criteria for nationally commissioned services that National Health Service England and the NHS Commissioning Board need to consider when commissioning specialised services. Services for the treatment of Fetal Alcohol Syndrome and Fetal Alcohol Spectrum Disorder do not fall within these.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The National Institute for Health and Care Excellence Antenatal Care guideline includes recommendations for doctors and midwives on the advice they should give to pregnant women about drinking alcohol, and we would expect that Clinical Commissioning Groups have regard to their guidelines when commissioning services.</p><p> </p> more like this

star this property answer text <p>The consultation <em>Smoking in private vehicles carrying children - consultation on proposed regulations to be made under the Children and Families Act 2014</em> closed on 27 August 2014. We are now considering all responses carefully and will make a decision on the content of the regulations.</p><p> </p><p> </p><p> </p><p>A consultation on the <em>introduction of regulations for standardised packaging of tobacco products</em> closed on 7 August 2014. In line with European Union requirements, the draft regulations must be considered under the European Technical Standards Directive at the stage at which substantial amendments can still be made. The draft regulations were notified to the European Commission (EC) on 29 August.</p><p> </p><p> </p><p> </p><p>The notification requires a ‘stand still’ period of three months for the EC and other Member States to consider the content of the draft regulations and give us their opinions. If a detailed opinion is provided, the Government is obliged to extend the period to six months. We anticipate that this will be the case. Under European rules, we will not be able to make the regulations until the period has elapsed.</p><p> </p><p> </p><p> </p><p>The Government has not yet made a final decision on whether to introduce regulations to require standardised packaging of tobacco products.</p><p> </p><p> </p><p> </p><p>Summary reports on both consultations will be published in due course.</p><p> </p>

star this property answer text <p>Public Health England (PHE) has a wide ranging programme designed to tackle the rising mortality and morbidity from liver disease. At each stage officials at the Department are in discussion with PHE.</p><p> </p><p> </p><p> </p><p>In response to the All Party Parliamentary Hepatology Group report PHE has committed to producing a Liver Disease Framework. This will focus on public health action to tackle risk factors for liver disease and inequalities in relation to liver disease. Work has already begun to bring together expertise within PHE on the major risk factors for liver disease (alcohol, hepatitis B and C and obesity), data on liver disease and its risk factors and on death and dying from liver disease. Many of the actions to tackle the major risk factors require a coordinated approach between PHE and NHS England.</p><p> </p><p> </p><p> </p><p>A meeting will be held on 25 November between PHE officials, NHS England officials, Departmental officials and representatives of Charities to outline the emerging framework and to seek comment and advice. The Lead for Liver Disease at PHE is working closely with the National Clinical Director for Gastroenterology. The Department is kept informed of PHE’s work programme on liver disease through discussion and communication.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Information about National Health Service spending on bariatric surgery is available from reference costs, which are the average cost to NHS trusts and NHS foundation trusts for providing defined services in a given financial year to NHS patients. Reference costs for acute care are collected by Healthcare Resource Groups (HRGs), which are standard groupings of clinically similar treatments that consume common levels of healthcare resource. Other costs outside of these settings are not included.</p><p> </p><p> </p><p> </p><p>We have given local authorities a budget of £8.2 billion over three years to help them manage public health issues including lifestyle intervention programmes including NHS Health Checks and the National Child Measurement Programme.</p><p> </p><p> </p><p> </p><p>In addition, Public Health England runs a range of well-known marketing programmes such as Change4Life, Smokefree, Be Clear on Cancer and, most recently, Dementia Friends. These deliver positive health outcomes, such as reducing adult smoking prevalence and increasing early diagnosis of cancer. These marketing programmes utilise behavioural science, commercial best practice and digital tools to engage hundreds of thousands of people. The total core marketing budget for 2014-2015 is £53 million.</p><p> </p>
