Due to small numbers of staff at each of the requested grades, we have grouped these together in our response below.</p><p> </p><p>Including those on temporary promotion at the grades requested, there are 16 members of staff in scope. Of these, only five have input their ethnicity details onto the HR system. Of these, none have self-identified as being from an ethnic minority background.</p><p> </p><p>AGO supports the Civil Service vision of being recognised as the UK’s most inclusive employer. The period within which an appeal may be made by either party has not yet expired. School leadership networks will be focusing on serious youth violence as part of these core themes. An education which promotes hope, aspiration and dignity is a vital part of addressing serious youth violence.</p><p>One aspect of this debate relates to the impact of school exclusions on vulnerable young people. This method has been used by the Buildings Research Establishment where raw test data cannot be used directly in its methodology for assessing Flue Gas Heat Recovery Systems. This is because the raw data would create anomalous fluctuations in the temperature gradient due to measurement uncertainty in the individual readings. This approach will be considered as part of the review.</p><p> </p><p>The Department is in the process of procuring a third-party organisation to carry out the review. Our aim is to have the review completed around the turn of the year. However, this is subject to the detailed requirements identified by the reviewing organisation, such as the extent of laboratory testing required. Friend the Minister of State for Energy and Clean Growth (Claire Perry) wrote to heat network suppliers in April 2019, reaffirming our intention to regulate the heat network sector in light of recommendations from the Competition and Markets Authority. In her letter, she encouraged all owners or operators of heat networks not currently signed up to the voluntary Heat Trust to do so in order to improve their consumers’ experiences and build on existing good practice ahead of regulation. She also asked them to consider the role the Energy Ombudsman may provide in addressing disputes between consumers and companies. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>We are committed to ensuring all small businesses have access to the support they need to succeed to start, grow, and scale their businesses.</p><p> </p><p>The Government-backed British Business Bank is there to make finance markets work better for small businesses at all stages of their development. The Bank’s programmes are currently supporting over £6.6bn of finance to over 89,000 smaller businesses (as at end-March 2019). The British Business Bank’s Start-Up Loans programme provides loans to entrepreneurs seeking to start and grow their own businesses. Since 2012, the programme has delivered almost 65,000 loans, worth nearly £511m to small businesses (as at end-June 2019).</p><p> </p><p>In North Cornwall specifically, since 2014 the Bank has supported over £5.75m of finance to over 180 smaller businesses (as of July 2019). 99 Start-Up Loans have been issued in North Cornwall, totalling £912,033. The Bank’s programmes will continue to support smaller businesses in North Cornwall.</p><p> </p><p>In June 2018, the British Business Bank launched the £40m Cornwall &amp; Isles of Scilly Investment Fund (CIOSIF) to provide debt and equity finance in this area. The fund has deployed £1.9m into 10 small businesses as at the end of May 2019.</p><p> </p><p>The Bank’s online Finance Hub helps small business owners identify potential sources of finance via the finance finder web tool. The Business Bank has also established a UK Network, with team members based within each of the English regions and the three Devolved Nations, including a representative for Cornwall and Isles of Scilly. This means that much of the copyright framework in the UK is not dependent on membership of the EU and will remain intact when we leave.</p><p>However, some UK copyright law is derived from the EU copyright framework; hence there are references in UK law to the “EU”, the “EEA”, and “Member States”. Some of these references arise from the UK’s implementation of certain EU cross-border copyright mechanisms. These are unique to the EU and provide reciprocal protections and benefits between Member States, covering areas such as cross-border portability of online content services, sui generis database rights, and copyright clearance for satellite broadcasting.</p><p>To ensure UK copyright law functions properly if the UK leaves the EU without a deal, the Government introduced <a href="https://www.legislation.gov.uk/uksi/2019/605/contents/made" target="_blank">The Intellectual Property (Copyright and Related Rights) (Amendment) (EU Exit) Regulations 2019</a>. This removes or corrects references to the EU, EEA, or Member States in UK copyright legislation to preserve the effect of UK law where possible. For reciprocal cross-border mechanisms where continuing to extend provisions to the EU on a unilateral basis after exit would adversely affect those in the UK, we are limiting the mechanisms to operate on a purely domestic basis or bringing them to an end, as appropriate. <a href="https://www.gov.uk/government/publications/changes-to-copyright-law-in-the-event-of-no-deal" target="_blank">Guidance for stakeholders</a> has been published alongside this.</p><p>Although the UK is leaving the EU, UK and EU copyright works (e.g. books, films and music) will continue to be protected in the EU and UK respectively because of the international treaties on copyright (e.g. the Berne Convention and the TRIPS Agreement), which require all treaty countries to protect works originating in any other treaty country to a minimum standard. Since then, the Government has legislated for the necessary changes to UK law through the Competition (Amendment etc.) (EU Exit) Regulations 2019. These regulations were approved by Parliament in January. They ensure that in the event of the UK leaving the European Union without a deal, the UK domestic competition regime will continue to operate effectively to address anti-competitive activity and review merger activity. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>On 28th November 2018, the Government laid before Parliament the document entitled, “EU Exit: Long-term economic analysis” which was intended to facilitate parliamentary scrutiny ahead of the Meaningful Vote on the final deal. The purpose of this analysis was to illustrate high level impacts on the UK from different EU Exit scenarios. It included associated costs for five broad sector groups across the economy, including manufactured goods, which together cover the majority of the UK economy and all traded goods and services.</p><p>We understand the impact that continued uncertainty has on firms and the disruption in the event of no deal and continue to discuss the situation with manufacturers and industry bodies, including Make UK. We are also aware that factories are stockpiling essential parts to try to minimise disruption in a no deal scenario, and we acknowledge that this has an impact on costs. The best way to deliver the certainty that our manufacturers need is to agree a deal that delivers on our commitment to leaving the European Union.</p><p>The Government is committed to leaving the European Union in a way that underpins prosperity and avoids unnecessary disruption for people and businesses across the UK and therefore has been preparing to minimise any disruption in the event of no deal. Since the extension was agreed, departments have advanced their no deal preparations so that we are ready to implement necessary work in the lead-up to 31 October if needed.</p><p>HMRC has written three times to over 145,000 VAT-registered UK businesses who currently trade only with the EU, setting out the actions they need to take, and the changes they need to be prepared for in the event of no deal.</p><p>We have advised hundreds of ports, traders, pharmaceutical firms and other organisations that use the borders about potential disruption, so that they can engage proactively with their supply chains. We have published a leaflet for SMEs, that contains advice on actions to take, provides sources of support, and outlines the changes that may affect businesses when the UK leaves the EU.</p><p>The Government recognises that the manufacturing sector remains a vital contributor to the economy of the UK, driving innovation, exports, job creation, and productivity growth and we are committed to supporting the sector as the UK exits Europe. Through our modern Industrial Strategy and Made Smarter – our key national industrial digitalisation programme – we are building an economy fit for the future. 	answer	answer is ministerial correction date of answer 02/08/2019 answer text <p>The Government has supported a number of measures and programmes to support the production and use of renewable energy and infrastructure. The Government has committed to making up to £557 million available for further Contracts for Difference auctions to bring forward large-scale renewable projects and introduced the Smart Export Guarantee in June, to ensure that generators are paid for excess energy they export back to the grid from 2020.</p><p> </p><p>On 7 March, the Government announced the Offshore Wind Sector Deal, which will build on the UK’s global leadership in offshore wind and support the delivery of up to 30GW of offshore wind by 2030 in Great Britain; enhancing growth in the regions while continuing to reduce costs. We are also investing over £3 billion to support low-carbon innovation in the UK up to 2021, to ensure that the UK continues to reap the benefits from the transition to a low carbon economy. Previous schemes for renewable electricity include the Renewable Obligation and the Feed-in Tariff Scheme.</p><p> </p><p>Energy policy is devolved matter in Northern Ireland.</p><p> </p><p>The Government continues to support the production and use of renewable heat with the current Great Britain Renewable Heat Incentive. There is a separate Northern Ireland Renewable Heat Incentive scheme.The GB Renewable Heat Incentive supports the installation of renewable heat equipment in every region of Great Britain. To the end of June 2019, the RHI had supported 70,642 domestic, and 19,455 non-domestic installations.</p><p> </p><p>The Government has also launched the Heat Networks Investment project (HNIP) - a major Government project which will invest up to £320m of capital funding in heat network projects in England and Wales. Decisions on the future funding for the RHI will be set out in the Spending Review.</p><p> </p><p>The government is committed to phasing out installation of fossil fuel heating in buildings not connected to the gas grid during the 2020s.
