The new DFID-funded Global Standard for Volunteering sets a useful benchmark for how volunteers can be deployed in a responsible, effective and safe way.</p><p>DFID’s Volunteering for Development (V4D) programme, delivered in partnership with Voluntary Service Overseas (VSO), is working through volunteers to directly respond to the pandemic in 18 developing countries.</p><p>V4D volunteers are working within national response efforts to: ensure continued access to education for girls and children living with disabilities; strengthen health systems; improve emergency coordination systems; share key advice in accessible ways; and, support micro enterprise for the extreme poor.</p> answering member constituency Aldridge-Brownhills answering member printed Wendy Morton question first answered 12/05/2020 16:18:38 answering member 4358 label Biography information for Wendy Morton

The UK is also using its membership of the G7 and G20 to urge collective action and help drive a timely and effective international response. This calls for decisive and co-ordinated action to respond to the global health, economic and humanitarian implications, especially to support the poorest and most vulnerable.</p><p>The UK is playing a leading role in galvanising international action and unlocking timely financial support – both direct UK support and through the UN and the wider multilateral system. The UK is also using its voice and influence in key international forums such as the G7 and G20 - for example, helping secure agreement in the G20 to suspend all debt repayments for the poorest and most vulnerable countries until the end of 2020. The Secretary of State and I also work closely with our counterparts in other major donor countries including the US, Canada, France, Germany, Italy, Japan and Australia to encourage funds to be made available as quickly as possible to where the risks and needs are greatest.</p><p>The UK is bringing others with us to raise much-needed financial support. This includes DFID’s £23 million investment in the Foundation for Innovative New Diagnostics, a global non-profit organisation driving innovation in developing and delivering tests to combat major diseases affecting the world’s poorest populations, including for COVID-19. We are using UK aid to its full effect to counter the health, humanitarian, and economic risks of this pandemic in the developing world. The UK has, so far, pledged £744 million of UK aid to help end this pandemic as quickly as possible. The UK continues to work with international partners, including the United Nations and its agencies, to ensure aid reaches those most in need.</p><p>The UK strongly supports the UN’s Global Humanitarian Response Plan to tackle COVID-19. Our latest UK aid funding of £200 million, announced on 12 April, will enable humanitarian organisations to help reduce mass infections in developing countries that often lack the healthcare systems to track and halt the virus. This funding includes £130 million to UN agencies in response to their COVID-19 humanitarian appeals. We have also allocated £50 million to the Red Cross and £50 million to match funding from Unilever, for a joint project targeting up to a billion people with awareness and behavioural change campaigns to promote handwashing and providing 20 million hygiene items to help the most vulnerable communities protect themselves.</p><p>The UK is also providing up to £150 million of UK aid funding, which will go the International Monetary Fund’s Catastrophe Containment Relief Trust to help developing countries meet their debt repayments so that they can focus their available resources on tackling COVID-19. The IMF recently forecast that debt-to-GDPs ratios will rise by 5.1 percentage points in low income developing countries in 2020. In Africa, this figure is 7.3 percentage points. Higher debt will impact on future growth, resilience and poverty reduction prospects, particularly in those countries which entered the crisis at high risk of debt distress.</p><p>In response to the crisis, the UK, alongside the G20 and the Paris Club of official creditors, has committed to a temporary suspension of debt service repayments from the poorest countries. This official sector effort could provide up to $12bn of additional fiscal space until the end of the year, allowing countries to redirect finances towards mitigating the health and economic impacts of Covid-19. In doing so, we are supporting a clean, inclusive and resilient economic recovery and urgently establishing safety nets, to protect the most vulnerable.</p><p>The UK has doubled its £2.2 billion loan to the Poverty Reduction and Growth Trust, which provides concessional financing for the poorest countries. With UK support, multilateral development banks are making over $200 billion of financing available to governments over 15 months.</p><p>The UK and other G20 countries, has suspended debt service payments to the poorest countries until the end of 2020. We have contributed up to £150 million to the IMF’s Catastrophe Containment and Relief Trust to help developing countries meet their debt repayments. The UK has, to date, pledged up to £744 million of UK aid to mitigate the health, humanitarian, and economic risks and impacts of COVID-19 in support of the poorest and most vulnerable.</p><p>We are working hard to ensure that our help reaches those most in need through close collaboration with our partners. Civil society plays a particularly important role in ensuring UK aid reaches the most vulnerable communities. Much of our work is delivered through our extensive country office network. We are currently reviewing our programme portfolio to be more responsive to COVID-19. For example, we are working with groups in Bangladesh to support and help mobilise a nationwide network of 50,000 Community Health Workers and volunteers to raise awareness of COVID-19 in their communities.</p><p>The UK is also providing £55 million to the International Federation of Red Cross and Red Crescent Societies.
