star this property answer text <p>Abandoned, lost and otherwise discarded fishing gear (ALDFG) is estimated to comprise 40 – 70% of man-made waste in the ocean measured by weight. Ascertaining the extent of the ALDFG that ends up in UK waters faces a number of challenges, including the movement of ALDFG with ocean currents. One of the best indicators is the Marine Conservation Society’s beach clean data, which indicate that fishing-related litter is amongst the ten most prevalent items recorded on UK beaches.</p><p><ins class="ministerial">Defra recognises addressing ALDFG as a key priority. We are an active member of the Global Ghost Gear Initiative (GGGI): a pioneering and cross-cutting initiative that engages with communities around the world to collaboratively address the problem. The UK Government has provided funding to the GGGI to conduct bespoke workshops with stakeholders to raise awareness and train fishers in sustainable best practice.</ins></p> more like this

star this property answer text <p>The attached Annex contains the number of dogs landed in Great Britain which did not meet the import requirements and therefore required quarantine in 2019.</p><p> </p><p>The definition of ‘illegally landed’ does not necessarily mean the animal was smuggled into Great Britain. Our definition of an illegal landing is any dog that is landed in Great Britain which does not meet the import requirements and therefore requires quarantine under the Rabies Importation Order. While these figures may include some smuggled animals, it also includes:</p><p> </p><ul><li>pet animals that arrive at UK airports and during the pets check are found to be non-compliant</li></ul><ul><li>animals that are found ‘inland’ and after a trading standards investigation are found to be non-compliant</li></ul><p> </p><p>The attached data will include animals imported under the Pet Travel Scheme and the commercial import (Balai) requirements.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Guidance to Parole Board members is a matter for the independent Parole Board. It would be inappropriate for the Government to review guidance issued by an independent body making judicial decisions.</p><p> </p><p>The Parole Board already provides guidance and training to Parole Board members to enable its members to decide whether a prisoner’s continued imprisonment is necessary for the protection of the public. This is a decision focused on an assessment of future risk and will ordinarily look at: the circumstances of the original offending; whether there is any evidence of change whilst in custody; and an assessment of whether risk can be managed in the community if the prisoner were to be released.</p><p> </p><p>In making decisions parole panels must take account of all the written and oral evidence provided, including whether the prisoner expresses remorse. Whilst remorse, or lack of it, cannot be determinative in a parole decision, in making its decisions a Parole Board panel will take account of a prisoner’s attitude to their original offences; their insight into the impact of their offending on victims; and the extent to which they now take responsibility for their offences.</p>

The Air Travel Trust Fund (ATTF) provides cover for Thomas Cook’s ATOL passengers and their share of the repatriation will be recovered from the ATTF. On current estimates, we believe the ATTF will be able to cover its share.</p><p> </p><p>The costs of repatriating Non-ATOL passengers will be covered by the Government. The Government is seeking to minimise the impact on taxpayers by recovering costs where appropriate through credit card companies, travel insurance and other providers of ATOL cover for Thomas Cook’s passengers.</p><p> </p> more like this

star this property answer text <p>The Civil Aviation Authority 17/18 annual report sets out that the total cost of the Monarch Airlines repatriation activities amounted to £52.5 million.</p><p> </p><p>Of this, £9.5m was paid by the Air Travel Trust Fund which covered the costs of repatriating Monarch Group ATOL protected passengers. The total cost of all other passengers was assessed as £43.0m.</p><p> </p><p>Since Monarch’s collapse, government has sought to recover the costs of the operation from several third parties including the finance and tourism sectors.</p><p> </p><p>I refer to the Written Ministerial Statement made by the Secretary of State on 9 May 2019, which reported that the final cost to the taxpayer from the Monarch repatriation had been assessed to be £40.5m.</p><p> </p><p>This previously stated estimate included an expected contribution from Thomas Cook which, following their collapse, the government no longer expects to receive.</p><p> </p><p>The latest estimate of the cost to the taxpayer of repatriating non-ATOL passengers is £40.7m. A final position on cost recoveries cannot be known until the completion of the Monarch administration.</p>

star this property answer text <p>Following its last review of screening for sudden cardiac death (SCD) in young people (12-39 years old), during which a number of stakeholders were consulted, such as Cardiac Risk in the Young and the British Cardiovascular Society, the independent United Kingdom National Screening Committee (UK NSC) recommended in 2015 that screening should not be offered.</p><p>The UK NSC opened a three month public consultation on screening for SCD in 12 to 39 year olds on 7 June 2019. The consultation closed on 7 September 2019. The UK NSC will review comments received from the consultation at its meeting on 8 November 2019 and will make a recommendation to the Department as to whether screening for SCD should or should not be introduced, based on robust peer reviewed evidence.</p> more like this

Therefore, we will issue a Call for Evidence to better understand: (i) the scale of ownership of primates as pets, (ii) how they are acquired, and (iii) the merits and impacts of potential restrictions on ownership, sale, breeding and trade. star this property answer text <p>In 2014, 2015 and 2016 there were no exports of shark fin products. In 2017 there were 50 tonnes exported and in 2018 there were 35 tonnes exported.</p><p> </p><p>The UK has banned shark finning through the EU Council resolution 605/2013 that states that all sharks must be landed with their fins naturally attached to the carcass to reduce the risk of finning occurring. We continue to champion this provision being adopted globally.</p><p> </p><p>There are no legal constraints on exporting shark fins from the UK per se. However, we have domestic legislation (e.g. the Wildlife and Countryside Act and the Tope Order) which places emphasis on conservation of threatened or endangered species, establishing a legal framework for the protection of such species as well as jurisdiction over fisheries.</p><p> </p><p>In addition to domestic legislation, there is regional protection through rules in the Common Fisheries Policy – either through prohibitions, catch limits and/or gear restrictions (e.g. deep sea net restrictions), and through Regional Fisheries Management Organisations (RFMOs).</p><p> </p><p>We also have international protection through a number of agreements such as the Convention on the International Trade in Endangered Species (CITES), the Convention of Migratory Species (CMS) and the Sharks MoU.</p><p> </p><p>The UK continues to press for stronger regional and international controls. The UK played a leading role in successfully championing the listing of an additional 18 shark species to appendix II of CITES at the Conference on Parties in August this year. A CITES listing provides significant conservation benefit by ensuring trade is monitored and can only take place in a sustainable manner.</p><p> </p>
