The Government supports the student accommodation Codes of Practice run by Universities UK/Guild HE and Accreditation Network UK/Unipol. There are currently no plans to review the mechanism by which the Codes are administered. The Codes of Practice set the standards for the safety of halls of residence and purpose built student accommodation, the management of the property and the relationship between managers and student tenants. 	answer	answer is ministerial correction date of answer 04/06/2020 answer text <p>You may be aware that the UK has not placed restrictions on the transit and transfer of seafarers and I have written to the International Maritime Organisation, the International Labour Organisation and the World Health Organisation on 23 March 2020, confirming that the UK will continue to meet its international obligations related to the transit and transfer of seafarers and highlighted that the UK is fully committed to the welfare of all seafarers regardless of their nationality, asking other States to follow this example.</p><p> </p><p>I appreciate that restrictions remain in place, making it difficult for seafarers to reach their destination for crew change. I assure you that we are doing what we can to address those issues, working in partnership with industry, other Government Departments and overseas administrations to enable the freedom of movement needed to keep the industry operating.</p><p> </p><p>I welcomed the framework recently developed by the International Chamber of Shipping and other organisations, which has been supported and circulated by the International Maritime Organisation and fully understands the need for safe crew changes around the world.</p><p> </p><p>I am keen to see a resolution to this issue and understand that it is not possible to keep extending seafarers contracts, as this could have a detrimental impact on their health and well-being and potentially puts the flow of goods at risk. 	answer	answer is ministerial correction date of answer 09/01/2020 answer text <p>Whirlpool informed the Office for Product Safety and Standards (OPSS) in October 2019 that it was investigating a potential issue with door locks on some models of washing machine. OPSS required the company to provide detailed data on this issue in order to have clarity on the nature and scale of the problem and to identify the appropriate response to protect public safety. Following assessment of the issue, it was agreed that a full recall should be instigated and the recall programme was announced on 17 December 2019.</p><p>OPSS is acting to ensure the company conducts an effective recall with a process that is as quick and easy for consumers as possible. OPSS is monitoring Whirlpool’s actions closely and will hold the company to account. 	answer	answer is ministerial correction date of answer 21/09/2022 answer text <p>Whilst the department does not hold this information, we do collect annual data on the performance of local authorities in relation to receiving a request for an education, health and care needs assessment, and if approved, to issuing an education, health and care plan, within the statutory period of 20 weeks.</p><p>From the latest information available, which covers activity during the 2021 calendar year, Harrow completed 55% of such assessments within the required timeframe. 	answer	answer is ministerial correction date of answer 11/01/2021 answer text <p>Whether or not accommodation is ‘exempt’ is a matter for local authority housing benefit departments. The Regulator of Social Housing regulates only those landlords that wish to register with it and who are able to meet its registration requirements (other than local authorities who own homes who are automatically registered). This includes being able to demonstrate that it is a provider of homes at rents below market levels. Not all providers of exempt accommodation provide sub-market rent.</p><p>Exempt accommodation is often delivered through providers entering into lease-based agreements with private landlords or property owners. The regulator issued a report in 2019 setting out its concerns about this type of “lease-based” supported housing and has subjected providers using this business model to increased scrutiny to obtain assurance about their compliance with regulatory standards.</p><p>There are 13 lease-based providers of supported housing that currently have either non-compliant regulatory judgements or notices.</p><p>The Government is committed to taking action to ensure vulnerable people have safe, good quality homes and that standards are improved in the minority of cases where they fall below our expectations. In October, we published our National Statement of Expectations for supported housing, which sets out recommended accommodation standards, and highlights examples of best practice in the sector.
