star this property answer text <p>The Government is aware that some small businesses and organisations have found themselves excluded from the existing business grants schemes because of the way they interact with the business rates system. That is why the Government has allocated up to an additional £617 million to Local Authorities to enable them to give discretionary grants to organisations in this situation. The Government’s intention is for Local Authorities to prioritise the following types of organisation when making discretionary grants:</p><p> </p><ul><li>Small businesses in shared offices or other flexible workspaces for example, industrial parks, science parks, incubators etc, which do not have their own business rates assessment;</li><li>Regular market traders who do not have their own business rates assessment;</li><li>B&amp;Bs which pay Council Tax instead of business rates; and</li><li>Charity properties in receipt of charitable business rates relief which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief<p> </p></li></ul><p>Local Authorities may choose to focus payments on those priority groups which are most relevant to their local areas. Local Authorities may also choose to pay grants to organisations outside of these priority groups, according to local economic need, so long as the organisation was trading on 11<sup>th</sup> March, and has not received any other cash grant funded by central Government (with the exception of grants from the SEISS).</p><p> </p><p>In addition, the Government has announced a £750m support package for charities. £360m of this will be allocated directly to charities providing essential services and supporting vulnerable people, including up to £200m for hospices across the next quarter. A further £310m will support smaller, local charities, including through grants distributed by the National Lottery Community Fund. £60m will be allocated to the Devolved Administrations through the Barnett formula. The Government pledged to match whatever the public donated to the BBC Big Night In fundraiser on 23 April, with a minimum of £20m going to the National Emergencies Trust.</p><p> </p>

star this property answer text <p>At Budget 2020, the Government announced key details of the world leading Plastic Packaging Tax, which will help to tackle the pressing issue of plastic waste. The initial rate of the tax will be £200 per tonne and it will be paid by manufacturers and importers of plastic packaging that contains less than 30% recycled plastic.</p><p> </p><p>The Government is continuing to monitor both the global oil price and recycling capacity in the UK. The Government expects the tax to create greater demand for recycled material and in turn stimulate increased levels of recycling and collection of plastic waste. Since the announcement of the tax at Budget 2018 there has been increased investment in the UK’s recycling capacity, partly due to the tax.</p><p> </p><p> </p><p>The Government has set a rate of £200 per tonne for the tax as this is expected to make using recycled plastic the most cost-effective option for a business in many cases. Following its introduction in April 2022, the rate will be kept under review to ensure that the tax remains effective in increasing the use of recycled plastic in plastic packaging.</p><p> </p><p>The Government is now consulting on the detailed design and implementation of the tax, and will publish draft primary legislation before it is included in a future Finance Bill, followed by draft secondary legislation and guidance. It is right that the Government consults on the detail of the tax in this manner to make sure it works as intended and that businesses are given time to prepare.</p>

This will provide clarity for the coming months for all businesses, including charities. star this property answer text <p>The Government has published aggregate application and approval figures on the Coronavirus Large Business Interruption Loan Scheme (CBILS) since 10 May but does not hold specific information relating to individual companies who have accessed these schemes. HMRC publishes weekly management information on the Coronavirus Job Retention Scheme (CJRS) and monthly management information on VAT deferrals. On 11 June HMRC published the Official Statistics for the Coronavirus Job Retention Scheme which included a breakdown of recipients by sector, but not individual organisations or companies. The Bank of England is responsible for publishing data on the Covid-19 Corporate Financing Facility (CCFF), including a list of organisations or companies who have made applications.</p><p> </p><p>The Government does not collect data on how many companies incorporated outside of the UK have received assistance through CJRS, VAT deferral, CLBILS or CCFF. However, as laid out in the guarantee agreement, all firms borrowing through CLBILS must be engaged in trading activity in the UK at the Initial Drawdown Date and the finance facility must be used to support their trading activity in the UK. Compensation from the CJRS goes directly to the pockets of UK based workers and any VAT deferred must be repaid to HMRC by the end of the financial year.</p><p> </p><p>All firms applying to the CCFF must meet a test applied by the Bank of England to show that they make a material contribution to the UK economy, including when incorporated overseas. Since 4 June the Bank of England have been publishing the names of companies with commercial paper currently outstanding through the CCFF. This is a unique level of transparency, equivalent schemes in the Eurozone and United States do not publish the names of scheme users.</p><p> </p><p>Government support is aimed at businesses in genuine need. Our current measures are well-targeted at such businesses, bearing in mind the need to act very quickly to deliver this unprecedented package. We expect everyone to act responsibly and in the spirit of the package, and only claim and use support as intended.</p>

star this property answer text <p>The four government backed loan schemes have seen over £40bn lent to hundreds of thousands of businesses, whilst, as of midnight 7th June, 8.9 million jobs had been furloughed through the Coronavirus Job Retention Scheme (CJRS), with a total of £19.6bn claimed, and 2.6 million claims had been made through the Self Employment Income Support Scheme (SEISS), with a total value of £7.5 bn. The VAT deferral is worth over £30 billion or 1.5% of GDP with £22.4bn deferred by 251,000 businesses so far.</p><p> </p><p>The Government has published aggregate application and approval figures on the Coronavirus Business Interruption Loan Scheme (CBILS), Coronavirus Large Business Interruption Loan Scheme (CLBILS) and Bounce Back Loan Scheme (BBLS) since 12 May but does not hold specific breakdown information relating to collective sectors or organisations which have accessed these schemes, including under the Standard Classification for Economic Activities (SIC). star this property answer text <p>According to the VOA<ins class="ministerial"> official statistics</ins>, there are<ins class="ministerial"> around</ins> <del class="ministerial">299,000</del> <ins class="ministerial">205,000 </ins>business properties in England with a rateable value over £51,000<ins class="ministerial"> as at 31 March 2019. </ins>. Of these,<ins class="ministerial"> approximately 83,000 are identified as </ins> <del class="ministerial">116,000</del> <del class="ministerial">are</del> retail, hospitality and leisure properties<ins class="ministerial"> using VOA's administrative data source</ins>.</p><p> </p><p>The Small Business Grants Fund and the Retail, Hospitality and Leisure Grants Fund have been designed to support the smallest businesses, and smaller businesses in the some of the sectors which have been hit hardest by measures taken to prevent the spread of Covid-19.</p><p> </p><p>Around 1 million small and medium businesses will receive cash grants as a result of these schemes, and over £12 billion will be paid out to these businesses.</p><p> </p><p>The two schemes have been tied to the business rates system and rating assessments, which together provide a framework for Local Authorities to make payments as quickly as possible. Businesses in the business rates system are also likely to face particularly high fixed costs, such as fixed rents.</p><p> </p><p>In addition to the main grants schemes, Government has made available up to an additional £617m for Local Authorities in England to enable them to pay grants to small businesses which also face high fixed building-related costs but which are excluded from the current system due to the way they fit into the business rates system.</p><p> </p><p>Businesses which are not eligible for the grants schemes should be able to benefit from other measures in the Government’s unprecedented package of support for business, including:</p><p> </p><ul><li>An option to defer VAT payments by up to twelve months;</li><li>The Coronavirus Business Interruption Loan Scheme, now extended to cover all businesses including those which would be able to access commercial credit;</li><li>The Bounce Back Loan scheme, which will ensure that small and micro businesses can quickly access loans of up to £50,000 which are 100% guaranteed by the Government;</li><li>The Coronavirus Job Retention Scheme, to support businesses with their wage bills; and</li><li>The Self-Employment Income Support Scheme, to provide support to the self-employed.</li></ul><p> </p>

star this property answer text <p>HM Treasury does not hold the information in relation to caring responsibilities for the last five years, this is because the Treasury does not collate information in this way.</p><p> </p><p>Based on the most recent people survey questionnaire results from December 2019, 188 employees identified as a carer. This figure is based on the number of people responding to the question and may not fully represent the number of carers in the department.</p><p> </p><p>Caring responsibilities may have changed as a result of the current crisis and staff are being encouraged to talk to their line manager about any change to circumstances including requests for special leave. These changes could be reflected in a revised or new Carer’s Passport.</p> more like this

star this property answer text <p>In response to the Prime Minister’s statement on 16 March, the Civil Service moved to remote working by default, where possible to do so. While some staff have formal home working arrangements under HM Treasury’s Flexible Working provisions, all staff are currently required to work from home to support the government measures in limiting the spread of covid-19. On the very rare occasions where it is not possible for Treasury employees to work from home they may work from the office with the permission of their Director.</p><p> </p><p>On average the department has less than 1% of its workforce physically attending the workplace during lockdown period.</p> more like this

star this property answer text <p>The four government backed loan schemes have seen over £40bn lent to hundreds of thousands of businesses, whilst, as of midnight 7<sup>th</sup> June, 8.9 million jobs had been furloughed through the Coronavirus Job Retention Scheme (CJRS), with a total of £19.6bn claimed, and 2.6 million claims had been made through the Self Employment Income Support Scheme (SEISS), with a total value of £7.5 bn. The VAT deferral is worth over £30 billion or 1.5% of GDP with £22.4bn deferred by 251,000 businesses so far.</p><p> </p><p>The Government has published aggregate application and approval figures on the Coronavirus Business Interruption Loan Scheme (CBILS), Coronavirus Large Business Interruption Loan Scheme (CLBILS) and Bounce Back Loan Scheme (BBLS) since 12 May but does not hold specific breakdown information relating to collective sectors or organisations which have accessed these schemes, including the Independent News Network and other news providers. The Government is actively considering what further data can be made available in the future. HMRC will publish Official Statistics covering the CJRS and the SEISS on 11 June.</p>
