star this property answer text <p>Supporting hospital flow and reducing delayed discharges requires a whole system approach across the National Health Service, adult social care, housing, the voluntary sector and others. Hospital discharge services are therefore supported by staff across a range of health and social care professions in England and in York.</p><p>We have committed at least £500 million to develop the social care workforce, including for training places and for initiatives to improve wellbeing. We are also promoting adult social care careers through national recruitment campaigns, such as ‘Made with Care’ which ran between November 2021 and 31 March 2022. A further campaign for 2022/23 is in development. We are also working with the Department of Work and Pensions to promote adult social care careers to jobseekers. Care workers have been made eligible for the Health and Care Visa and added to the Shortage Occupation List to allow social care employers to recruit eligible workers from overseas.</p><p>In winter 2021/22, we made £462.5 million available to local authorities to increase workforce capacity via the Workforce Recruitment and Retention Funds, including £1,410,240 allocated to York. We have regular discussions with stakeholders, including local government representatives, on a range of issues including the adult social care workforce.</p>

star this property answer text <p>Operational Pressures Escalation Levels (OPEL) is a method used by the National Health Service to measure the stress, demand and pressure a hospital is under rather than social care systems.</p><p>Care Quality Commission-registered care homes and home care providers in the adult social care sector are monitored through the Capacity Tracker which collects data on workforce, personal protective equipment status, designated setting vacancies, infection prevention and control measures in place and vaccine rates for COVID-19 and flu. The Department also works with local authorities and social care providers to share data via its dashboard and regional teams to ensure that systems are prepared if pressures on services rise. If a trust is raised to OPEL 3 or 4, any potential resulting pressures on social care could be reflected in these monitoring systems.</p> more like this

star this property answer text <p>Local authorities are responsible for assessing an individual’s eligibility for care and support as set out in the Care Act 2014 and where the individual is eligible for financial support, for meeting those needs.</p><p> </p><p>The forthcoming Health and Care Bill will set out the Department’s plans to develop an enhanced assurance framework to support improved social care outcomes, identify and share best practice and build on existing sector-led support and improvement programmes. This includes powers to collect improved data and a new duty for the Care Quality Commission to assess local authorities’ delivery of their adult social care duties to help drive quality and outcomes for care users.</p> more like this

star this property answer text <p>The Adult Social Care: Winter Plan 2021 to 2022 will be published shortly and draws on the recommendations of the stakeholder-led review of last year’s Winter Plan. We hold weekly discussions with adult social care employers, representative organisations and local authorities about issues affecting the sector, including staffing levels, funding and wider impacts of COVID-19.</p><p>We are investing over £550 million until 31 March 2022 to support the implementation of measures to support the adult social care sector in the Winter Plan. This includes a £388.3 million extension to the Infection Control and Testing Fund and £162.5 million through the new Workforce Recruitment and Retention Fund. This brings specific funding for adult social care to more than £2.5 billion during the pandemic.</p> more like this

This funding will enhance the existing £162.5 million Workforce Recruitment and Retention Fund, which was announced on 21 October. star this property answer text <p>At the end of 2020/21, there were 256,215 clients aged 18 to 64 years old in receipt of local authority commissioned long-term care.</p><p>While an end of year figure for those receiving short-term care is not held, there were 25,965 clients aged 18 to 64 years old who received short-term care to maximise independence during 2020/21. This is defined as episodes of support provided that are intended to be time-limited, to maximise the independence of the individual and reduce or eliminate their need for ongoing support by local authorities. star this property answer text <p>Last year, we announced an additional £5.4 billion over three years to begin a comprehensive social care reform programme.</p><p>This includes £3.6 billion to reform the social care charging system protecting everybody from unlimited and unfair costs and £1.7 billion to begin major improvements across the social care system.</p><p>In December we published a white paper that set out our 10-year vision for reforming adult social care and our priorities for that investment.</p><p>This includes at least £500 million investment to support the development and wellbeing of the social care workforce, a £300 million investment in increasing the range of supported housing and £150 million to improve technology and digital records.</p> more like this
