star this property answer text <p>The Nest Corporation is the Trustee of the National Employment Savings Trust (Nest) pension scheme. It is a public corporation, established by the Government in 2010 to support the delivery of automatic enrolment. Nest has more than 8 million members and assets under management of over £6 billion.</p><p> </p><p>The Nest Corporation operates independently of central Government and is responsible for the day to day operation of the scheme, including its approach to investments. The Pensions Act 2008 establishes that investment decisions in the Nest pension scheme are the responsibility of the Trustee, in accordance with existing trust and pension law. This ensures that investment decisions remain independent and are made free from political pressures. Nest Corporation has sole power to invest the assets of Nest.</p><p> </p><p>Like every other Trustee, Nest Corporation has a duty to run the scheme in the best interest of its members. The Trustee of Nest produces a Statement of Investment Principles which sets out how the Trustee will invest Nest members’ money. The Statement of Investment Principles is prepared in accordance with all relevant legislation and best practice guidelines. It outlines the principles and policies governing investment decisions made by, or on behalf of, the Trustee for the management of Nest’s assets.</p>

star this property answer text <p>In the 2015 funding settlement, the Government agreed with the BBC that responsibility for the concession will transfer to the BBC in June 2020.</p><p> </p><p>On 10 June 2019, the BBC announced that the current scheme will end. From 1 June 2020, a free TV licence will only be available to a household with someone aged over 75 who receives Pension Credit.</p><p> </p><p>The cost to the public purse for providing free TV licences to those aged over 75 in the North West region in 2018/19 is estimated as £52m. Unlike in previous years, in 2018/19 free TV licences for those aged 75 and over were <em>partially</em> funded by DWP as agreed at the 2015 funding settlement and leading to the BBC taking responsibility for funding and policy from June 2020. The figure of £52m is the DWP’s share only, not the total expenditure.</p><p> </p><p>The table below provides estimates of the costs and caseloads for 2017/18 of providing free TV licences to people aged 75 years and over in Wallasey constituency and Merseyside local authority.</p><p> </p><p>The most recent figures available for parliamentary constituency and local authority are for 2017/18. We are continuously reviewing and improving the service for vulnerable people to ensure that it is accessible and responsive to their needs.</p><p> </p><p>Specific training and guidance is provided for all staff on working with different vulnerable groups. This includes developing the skills they need to support and communicate with a diverse range of customers, and specific training is provided for working with different vulnerable groups.</p><p> </p><p>DWP staff have access to information on services and support available in their local area for vulnerable claimants and will signpost claimants to national and local organisations who provide specialist support.</p> more like this

star this property answer text <p>We recognise that attending a Personal Independence Payment assessment or Work Capability Assessment for Universal Credit or Employment and Support Allowance can be a stressful experience and that is why we do not carry out face-to-face assessments where there is enough existing evidence to determine benefit entitlement. Assessing claims on solely paper-based evidence avoids face-to-face assessments.</p><p>The assessment of mental, cognitive and intellectual function is an integral part of all these assessments and all Health Professionals have undergone comprehensive training in the functional assessment of disability and mental health conditions. Before attending a face-to-face assessment, claimants are given the opportunity to alert their assessment provider of any additional requirements they may have and the providers will meet any reasonable requests.</p><p>In addition, Mental Function Champions support Health Professionals by providing additional expertise about mental health, cognitive, developmental and learning disabilities and can be referred to at any time during the assessment process.</p><p>Furthermore, companions or advocates may play an active role in helping claimants answer questions where the claimant or Health Professional wishes them to do so. This may be particularly important where the claimant has a mental, cognitive or intellectual impairment.</p>

star this property answer text <p>Claimants who naturally migrate to Universal Credit will do so because they will have had a significant change in their circumstances which previously would have led to a new claim to another existing benefit. In these situations, it has always been the case that the assessment of their new benefit will be based on their new circumstances and under the rules of their new benefit without regard to their previous entitlement.</p><p> </p><p>The Department has delivered a number of improvements to support claimants during their first assessment period, such as removing waiting days and paying those claimants moving from Housing Benefit to Universal Credit a two-week run-on. star this property answer text <p>National statistics are published yearly which provide an estimate of the value of benefit overpayments that result from fraud, claimant error and official error (administrative errors). When a claimant disagrees with the decision made there is a well-established process in place for this to be looked at again, when more information may be provided by the claimant.</p><p> </p>

star this property answer text <p>Universal Credit is simpler and fairer than the legacy system, is designed to target resources at those that need them most and to provide support for people who can’t work or need help moving towards the labour market. We have trained work coaches in how to support claimants with mental health conditions, and claimants who enquire about their Severe Disability Premium (SDP) transitional protections are connected with Specialised SDP Agents. Our work coaches all undertake a robust training process which includes a focus on health conditions and disabilities, how to tailor service delivery according to needs, and has specific content on requirement setting for people with mental health conditions.</p><p>A gateway was introduced from 16 January 2019 to prevent those claimants entitled to the SDP as part of their legacy benefit from claiming Universal Credit. Additionally, a commitment was made for monthly transitional payments to be made to eligible former SDP claimants who have already moved to Universal Credit due to a change in circumstances and to provide a lump sum arrears payment, where appropriate.</p><p> </p><p>Positive progress has been made and caseload growth has now slowed, however, in the event a new case is discovered payments will be in place quickly. It is not possible to estimate when we will have paid everyone who is entitled as some people become entitled to these payments retrospectively, and therefore the caseload is not a fixed number.</p><p> </p>
