star this property answer text <p>The Cabinet Office is taking a cross-Government approach to the safeguarding of our electoral processes through the Defending Democracy programme and we continue to work closely with the Department for Digital, Culture, Media and Sport (DCMS). This work is led within the Cabinet Office by the Minister for the Constitution, under the oversight of the Minister for the Cabinet Office.</p><p>The Government remains committed to ensuring our electoral law is fit for purpose, now and into the future. In May this year, the Government announced we would be launching a consultation on electoral integrity. As part of that, we are considering measures to strengthen the regulatory framework around elections and ensure they are fully up to date for a modern electoral system. We are also awaiting the publication of the final report from the Law Commission on their review of electoral law, which we understand will be published early next year, and will look at their recommendations and comments with interest.</p><p>DCMS is responsible for data protection policy and sponsors the independent regulator of the Data Protection Act 2018, the Information Commissioner's Office (ICO). The ICO are consulting on a draft framework code of practice for the use of personal data in political campaigning, which concluded on 04 October.</p><p> </p>

star this property answer text <p>All the paid for elements of the campaign are competitively procured through a tender to ensure we get value for money. The procurement of the required services is done using frameworks set-up by Crown Commercial Service, the biggest public procurement<br>organisation in the UK.</p><p>In addition to internal governance and assurance procedures, the Cabinet Office have contracted external auditors to conduct a comprehensive analysis of media buying spend. Ebiquity will provide real time and post campaign assessments of cost effectiveness to<br>ensure a high quality and value for money service is provided by agencies.</p><p>Campaign activity will be continuously monitored and refined. We will measure changes in public awareness of the campaign and the specific calls to action that direct both citizens and businesses to relevant information. In addition, we will monitor visits made to the dedicated Brexit information pages over the coming weeks. We will also measure public understanding of changes in key issues that will affect both citizens and businesses so that the campaign continues to be responsive to the public's needs.</p><p>This will be done through a mixture of online data analysis and in-depth surveys. The campaign will also utilise ongoing polling, metrics and management information from departments in order to ensure that we are reaching the right audiences and that our messages are prompting the required action from individuals and organisations.</p>

star this property answer text <p>In law, the UK is set to leave the EU on 31 October 2019. “Get Ready for Brexit” is a public information campaign providing the facts citizens and businesses need to know about the preparations they need to take to be ready for when the UK leaves the EU.</p><p>The campaign is a cross-government campaign using national advertising including TV, radio, press, digital and outdoor advertising. It also includes direct engagement and local elements including business preparedness events, ministerial visits and local authority activity.</p><p>The cost of the public information campaign will be published monthly on a rolling basis, as part of routine government transparency.</p><p>For maximum economies of scale, media for all Government campaigns is bought centrally through a new Crown Commercial Service framework with Manning Gottlieb OMD. The framework maximises value for the UK taxpayer through robust pricing guarantees that are defined for the life of the contract and rates which are benchmarked against other public and private sector organisations.</p><p> </p>

star this property answer text <p>In September 2017 the Government launched a Call for Evidence to find out how people with disabilities experience registering to vote and voting itself. The government responded to this in August 2018 and is working with organisations such as the RNIB and the Royal Mencap Society in overseeing delivery of the actions contained in the Government’s response and more widely.</p><p>These actions include reviewing the online registration system, utilising opportunities to promote awareness for groups representing disabled people, such as in National Democracy Week, providing information in Easy Read format and making use of sight registers held by local authorities in England to support more and better information being made available.</p><p><br>Improvements in place and intended for the voting process also support participation and include improved training of polling station staff to provide better support to voters with sight loss and those who have a learning disability and consideration of options for equipment for people with disabilities to use when voting.</p>

The evaluations show that the overwhelming majority of people cast their vote without a problem. As in 2018, the data collected does not indicate that any demographic group was consistently adversely impacted by the models across the pilot authorities.</p> more like this

star this property answer text <p>The Government is encouraged by the University of Sheffield’s experience but has no plans to mandate a single approach across the country.</p><p>The Government is, however, committed to ensuring the electoral registration system is responsive to the needs of students. Ministerial Guidance was issued to the Office for Students (OfS) in February 2018 acting on a commitment made in Parliament during the<br>passage of the Higher Education and Research Act (2017), directing that they require Higher Education providers to comply with Electoral Registration Officer (ERO) requests for data and they be encouraged to work with Local Authorities to promote electoral registration amongst their student populations. The merits of working closely with EROs have been demonstrated by a number of Higher Education providers across the country.</p><p>Yet, the Government does not believe that one size fits all and instead favours an approach which allows innovation.</p><p>The Ministerial Guidance has since been used by the OfS to produce their own guidance to Higher Education providers, which advises them how they might best implement, and abide by, the requirements placed on them. The OfS guidance came into force in August. The Government is committed to ensuring everyone who is eligible to register to vote is able to do so and, in 2014, introduced online registration for the first time. Statistics show young people aged between 14 and 24 are more likely than average to use this as a means of registering to vote.</p><p>The Government believes these measures will drive up the number of applications to register from students – improving both the completeness and accuracy of the electoral register – as well as further improve the relationships between Higher Education provider and Local Authorities.</p>

The Government, therefore, has no plans to implement any measures, including introducing block registration that would remove this choice</p><p>The Government has taken a number of steps to improve student registration. The Higher Education and Research Act 2017 ensures that student electoral registration is a core condition of the new higher education framework and subsequent regulatory guidance for higher education providers reinforces their obligations to promote registration and provides case studies of good practice.</p> more like this
