star this property answer text <p>The Ministry of Defence (MOD) is absolutely committed to ensuring that both serving personnel and veterans are given the mental health treatment and support they need. We do this by working in close partnership with a variety of different organisations, including the NHS (which is responsible for the provision of healthcare, including mental healthcare, for veterans) and Service charities.</p><p> </p><p>Personnel leaving the Armed Forces are provided with a final medical assessment by Defence Medical Services who can refer personnel to sources of civilian welfare support as necessary. Those who have had mental health issues during their service are able to access facilities at their nearest MOD Department of Community Mental Health (DCMH) for up to six months after discharge, to help them during the transition period. A Tri-Service Welfare Referral Protocol ensures any Service person discharged with a diagnosed mental health disorder who has given their consent is referred to the MOD's Veterans UK Veteran Welfare Service who can provide ongoing specialist advice, information and support. Where a Service person in England is approaching discharge but has an enduring need for mental healthcare, we work in partnership with NHS England through the Veterans Mental Health Transition, Intervention and Liaison Service, to ensure continuity of care.</p><p> </p><p>The Government is not complacent about the need to further support our people. As part of the cross-Government '<em>Strategy for our Veterans</em>' launched in 2018, this year we are also introducing a holistic transition policy. Transition support currently provided by the MOD largely focuses on employment support, delivered by the Career Transition Partnership. This supports Service leavers in their transition from military to civilian life through a range of career and employment support services, including skills development workshops, seminars, resettlement training advice, vocational training courses, career consultancy, one-to-one guidance and job finding support. However, transition is far wider than finding employment, and relates to the significant life changing processes which affect both the Service person and their immediate family through the entire time they are within or connected to the Armed Forces, through to discharge and beyond. star this property answer text <p>Mindfulness-based cognitive techniques have a range of forms and applications, including educational (in developing effective thinking processes) and medical (in treating some mental health conditions). Specifically, Mindfulness-Based Cognitive Therapy (MBCT) is recognised by the UK National Institute for Health and Clinical Excellence (NICE) as effective for the treatment of mental health disorders such as recurrent depression, which can be a problem for returning soldiers and veterans.</p><p>Within the UK Armed Forces, mindfulness techniques are increasingly employed in the therapy space and within formal courses as part of an individual's overall treatment plan, in accordance with NICE guidelines. The techniques are also widely supported across the Ministry of Defence for the promotion of well-being and productivity, and this forms the basis of work undertaken by the Defence Mindfulness Steering Group.</p> more like this

star this property answer text <p>Currently, the Government has no plans to introduce an annual mental health assessment for veterans three years after discharge.</p><p>In England, veterans are not only able to access mainstream National Health Service provided mental health services, they have access to several bespoke services NHS England and NHS Improvement have put in place. This includes the Transition, Intervention and Liaison Service which offers an in-reach mental health service for those in transition, leading up to, and leaving the Armed Forces</p><p>This service is in addition to the Complex Treatment Service and the forthcoming Veterans’ Mental Health High Intensity Service which will provide crisis care and therapeutic inpatient support for those who need urgent and emergency care.</p> more like this

star this property answer text <p>The Government is taking a number of measures to improve mental health support for veterans across the UK. From the beginning of service in the Armed Forces, personnel now undergo ‘through-life’ psychological resilience training, and upon leaving they have access to the Defence Transition Service (DTS), launched in October 2019. The DTS provides support for Service leavers and families who are the most likely to face challenges during transition to civilian life, including an impact on their mental health.</p><p>Wherever they live in the UK, all veterans are able to receive specialist mental health support if they need it. As healthcare is a devolved matter, further questions regarding Scotland, Wales and Northern Ireland should be addressed to the relevant devolved administration.</p><p>As well as the statutory services delivered by the NHS, the Government provides funding to a range of charity and third sector organisations, through the Armed Forces Covenant Fund Trust and, most recently, a £6 million emergency COVID-19 Impact Fund. This funding has supported fantastic organisations across the four nations to deliver services to support the mental and physical wellbeing of veterans.</p><p>We are also investing in research, to improve our understanding of mental health amongst serving and ex-service personnel. This includes a recent study looking at the impact of COVID-19 on veterans and a long term veterans study examining a range of mental health and wellbeing factors; both of these are led by Kings College. A further two studies will contribute to improving the data and understanding around suicide; the first examining the cause of death, including suicide in members of the Armed Forces who have served since 2001 and a further study looking at the events in the 12 months leading up to known suicides in the last five years of anyone from the Armed Forces community.</p><p> </p>

star this property answer text <p>In line with the practice of successive administrations, details of internal discussions are not normally disclosed.</p><p>Throughout the pandemic, NHS England and NHS Improvement have ensured those who require NHS services have been able to access them as easily and safely as possible. This includes veteran specific services, such as the Veterans Trauma Network, Transition Intervention and Liaison Service and Complex Treatment Service which continued with the majority of care being delivered through on-line and telephone consultations. Providers continue to look at how face-to-face appointments can be delivered safely whilst maintaining a video and digital offer throughout November 2020.</p><p>The charity sector also provides support for veterans seeking support with their mental health and wellbeing. The Government recognises this important role and £10m of additional funding was made available to the Armed Forces Covenant Fund Trust in the Budget specifically for veterans wellbeing support and a further £6m through the COVID-19 Impact Fund. In addition to this the Government has funded research to better understand the impact of COVID-19 on the wellbeing of our veterans.</p><p> </p>

For those who need more specialised support, they can access bespoke services through the NHS, such as the Transition, Intervention and Liaison Service (TILS) and the Complex Treatment Services (CTS). Most recently, the new NHS Veterans Mental Health High Intensity Service has started to be introduced across England, with services in London, the Midlands and the North now live.</p><p>The Office of Veteran Affairs works closely with NHS, the Department for Health and Social Care, and the Devolved Administrations, who deliver mental health support to veterans, including exploring making access to this growing range of high quality mental health services as easy as possible.</p><p> </p><p> </p>

The vast majority of veterans currently access mental health services available to the general population. For veteran specific mental health services, in 2020-2021 NHS England provided £16.5m, which will be increased to £17.8m for 2021-2022, alongside the launch of the new High Intensity Service across England and Op Courage pathway for accessing all veterans’ mental health services within NHS England.</p><p>Service charities are supported by the Government through the Armed Forces Covenant Fund Trust, which benefits from £10m annually, and in both years an additional £10m has been allocated to support veterans’ mental health needs. During 2020, the COVID-19 Impact Fund has provided nearly £6m in grants to over 100 Armed Forces charities across the United Kingdom. Of the charities awarded funding, 68% of grants sampled supported members of the Armed Forces and veterans’ community for mental health and crisis support, and 77% for easing isolation and loneliness.</p><p> </p><p> </p>

star this property answer text <p>All of NHS England’s commissioned services for veterans are evidence based, having been developed and delivered from intensive engagement with experts, members of the armed forces community and service charities. NHS England and NHS Improvement assesses need based on a variety of published data, research output and consultation and engagement exercises. As a result of these assessments, the Government and NHS England recently announced Op COURAGE: The Veterans Mental Health and Wellbeing Service, which will ensure veterans know where to go for help.
