The Energy Bill makes provisions to deliver the Offshore Wind Environmental Improvement Package (OWEIP), which was announced in the British Energy Security Strategy.</p><p> </p><p>The OWEIP will streamline Habitat Regulation Assessments, develop and implement Offshore Wind Environmental Standards, and create a Marine Recovery Fund to enable environmental compensation to be undertaken at a strategic level. The UK is already a world leader in floating offshore wind, with more installed capacity than any other country and a strong and growing pipeline of floating offshore wind projects. For example, Ofgem is consulting on appropriate delivery models for projects in the HND and on accelerating the delivery of the strategic electricity transmission network. NGESO published their ‘Industry Code, Standard and Licence Recommendation Report' alongside the HND in July 2022; this outlined the scope of the changes to codes and standards needed to implement the HND.
