	answer	answer is ministerial correction date of answer 26/04/2024 answer text <p>Depression affects approximately one third of people with stroke, and stroke services in the National Health Service are very aware of the impact this can have on the quality of life and level of independence of people who experienced a stroke, and the importance of understanding through measurement which people are affected, to support appropriate management.</p><p>The National Clinical Guideline for Stroke 2023 recommends that people with stroke should be routinely screened for anxiety and depression using standardised tools, the results of which should be used alongside other sources of information to inform clinical formulation of treatment and support needs.</p><p>The latest published Sentinel Stroke National Audit Programme (SSNAP) data, from October to December 2023, showed that 92.4% of stroke patients were screened for mood disturbances, including depression, in hospital. 75% of stroke patients who were followed up at six months post stroke also had a mood screen, with 53% of patients receiving the psychological support needed.</p><p>NHS England is driving implementation of the National Service Model for an Integrated Community Stroke Service (ICSS) with a number of specific projects aimed at improving delivery of psychological rehabilitation. The ICSS model is vital to support psychological recovery, return to work, and improved quality of life. The UK National Screening Committee (UK NSC) does not currently recommend screening for prostate cancer due to the inaccuracy of the current best test, called Prostate Specific Antigen. We are providing £16 million of funding to Prostate Cancer UK's £42 million trial, which is aimed at helping us find a way of catching prostate cancer in men as early as possible. The UK NSC is also commissioning evidence for six possible approaches to targeted prostate screening for those at higher risk. The guidance states that where possible, patients with ME should be provided with a single room, and that factors such as the level of lighting and sound should be taken into consideration, and necessary adjustments made.</p><p>It is the duty of clinicians to keep themselves appraised of best practice, in particular guidance issued by the NICE. Whilst guidelines are not mandatory, clinicians and commissioners are expected to take them fully into account when designing services that meet the needs of their local population. The NICE promotes its guidance via its website, newsletters, and other media.</p><p>The Department is working with NHS England to develop an e-learning course on ME for healthcare professionals, with the aim of supporting staff in providing better care and improving patient outcomes. The Medical Schools Council will promote the NHS England e-learning package on ME to all United Kingdom medical schools, and encourage medical schools to provide undergraduates with direct patient experience of ME.</p><p>We have finished consulting on My Full Reality, the cross-Government interim delivery plan on ME, which seeks to improve the experiences and outcomes of people living with this condition. We are in the process of analysing the results of the consultation. The views and experiences gathered through this consultation will be used to build a picture of how well the interim delivery plan identifies and meets the needs of the ME community, and to highlight any significant gaps where further action may be necessary. A 2023 trial showed a 90% reduction in carbon emissions, though not other greenhouse gases, offered by HVO, although it also identified a 62% uplift in fuel costs. 	answer	answer is ministerial correction date of answer 25/04/2024 answer text <p>In February 2024, 63.9% of patients, against the standard of 85%, received treatment within 62 days of an urgent suspected cancer or breast symptomatic referral or consultant upgrade, to a first definitive treatment for cancer. This is 1.6% higher than performance in January 2024, and 1.4% higher than the same time last year.</p><p>The pandemic and recent industrial action placed significant pressure on elective services, including cancer care. We are seeing record levels of referrals, with over 12,000 urgent referrals seen for suspected cancer per working day in February 2024.</p><p>As outlined in the 2024/25 NHS England Planning Guidance, NHS England is providing over £266 million in cancer service development funding to Cancer Alliances to support delivery of the operational priorities for cancer, which includes increasing and prioritising diagnostic and treatment capacity. 	answer	answer is ministerial correction date of answer 23/04/2024 answer text <p>Hypnotherapists and Psychotherapists are not statutorily regulated, and there are no current plans to introduce statutory regulation for either profession. The Professional Standards Authority for health and social care operates an accredited voluntary registers programme, providing a proportionate means of assurance for unregulated professions, by setting standards for organisations holding voluntary registers. There are currently two accredited registers related to hypnotherapy, and twelve accredited registers related to psychotherapy.</p><p>The Government keeps the professions subject to statutory regulation under review, and in 2022, published the consultation Healthcare regulation: deciding when statutory regulation is appropriate, which sought views on the criteria used to decide when regulation is necessary, and whether there are any unregulated professions that should be brought into statutory regulation. This includes providing a route into pancreatic cancer surveillance for those at inherited high-risk, to identify lesions before they develop into cancer and diagnose cancers sooner, creating new pathways to support faster referral routes for people with non-specific symptoms that could be linked to a range of cancer types, and increasing general practice direct access to diagnostic tests. A new reformed scheme was introduced in 2015, to ensure the costs are sustainable for the future. The reforms included linking scheme retirement age to an individual’s state pension age, in response to people living healthier, longer lives.</p><p>Individuals can claim their National Health Service pension earlier than their state pension age, although their benefits will be reduced in value, to account for the fact that they are being paid for longer. This reduction is waived when the scheme accepts a claim for early retirement on ill-health grounds. Where an NHS pension is claimed after state pension age, the reverse applies, and the value of benefits will be increased. The Strikes (Minimum Service Levels: NHS Ambulance Services and the NHS Patient Transport Service) Regulations 2023 came into force on 8 December 2023.</p><p>As we set out in in our consultation response on minimum service levels in the ambulance sector, in our engagement with representatives from ambulance trusts, they indicated that establishing a minimum service level at the level specified in the regulations would require approximately 80% of an ambulance service’s resources on a typical shift. Therefore, if an employer chose to issue work notices during a strike, it is likely that a high proportion of all levels of paramedics, emergency care assistants, and other staff in the ambulance teams rostered to work on a strike would be named, and this would have a significant impact on the ability of employees to participate in strike action. In addition, National Institute for Health and Care Excellence guidelines on faecal incontinence set out the care that patients with neurogenic bowel should receive, including a neurological bowel management programme.</p><p>No estimate has been made of the cost to the National Health Service of a lack of specialist bowel care for patients with neurogenic bowel disorders. This initiative underlines our commitment in the Medtech Strategy, published in February 2023, ensuring the right product, in the right place, at the right price. The methodology will seek to look beyond upfront cost to consider patient outcomes, whole system costs, supply resilience, and the environmental impact when procurement decisions are being made.</p><p> </p><p>The methodology will provide a consistent approach to assessing value, and will be implemented at both the national and local level. This approach aims to ensure that procurement decisions support both short-term efficiencies and long-term benefits, drawing out the value to patients and the healthcare system. The Government appreciates contributions from the industry and procurement communities, and will invite stakeholders to provide feedback on the initial proposal in due course.</p><p> </p><p>In terms of implementation, we will look to align and integrate this initiative with NHS England’s Central Commercial Function's ongoing work under their strategic framework, which aims to create commercial playbooks for standardising practices and processes across the National Health Service.</p><p> </p><p>Regarding the specific point raised around absorbent continence products, the Disposable Continence tender is due to be issued to the market later this year. To ensure that the NHS’s requirements are considered during the procurement process, NHS Supply Chain is undertaking significant engagement across the health and social care system. This includes customers in the acute and wider community setting, suppliers, trade associations, professional bodies, and end user reference groups, to understand their requirements from a commercial, value, sustainability, and supply resilience perspective.</p><p> </p><p>NHS Supply Chain is currently working with suppliers of disposable continence products to understand the value-based procurement and sustainability offerings on the purchase of continence products. NHS Supply Chain has identified a trust who are committed in supporting us in understanding this value in the form of a pilot study, and potential case study.
